Facility

1. A reactor, critical facility, conversion plant, fabrication plant, reprocessing plant, isotope separation plant, or separate storage installation.
2. Any location where nuclear material in amounts greater than one effective kilogram is customarily used.

For the purposes of the VOA the Additional Protocol, the term applies to facilities that have been described in a design information questionnaire submitted to the IAEA. [Additional Protocol Article 18(i); VOA Article 90(i)]

A facility consist of one or more security interests under a single security management responsibility or authority and a single facility security officer within a defined boundary that encompasses all the security assets at that location. A facility operates under a security plan that allows security management to maintain daily supervision of its operations, including day-to-day observations of the security program.

Any equipment, structure, system, process, or activity that fulfills a specific purpose. Examples include accelerators, storage areas, fusion research devices, nuclear reactors, production or processing plants, coal conversion plants, magnetohydrodynamic experiments, windmills, radioactive waste disposal systems and burial grounds, environmental restoration activities, testing laboratories, research laboratories, transportation activities, and accommodations for analytical examinations of irradiated and un-irradiated components.

Any equipment, structure, system, process, or activity that fulfills a specific purpose.

A single project that includes any buildings and functional systems, such as equipment, process systems and associated piping, landfills, and impoundments. A facility is usually associated with a unique process or operation at a given location.
