DELEGATION ORDER NO. 00-019.00
TO THE INSPECTOR GENERAL
1. DELEGATION. Under the authority vested in me as Secretary of Energy and pursuant
to section 642 of the Department of Energy Organization Act (Public Law 95-91, 42
U.S.C. 7252) , I delegate to the Inspector General the authority to take the following
actions:
1.1 Establish an Executive Resources Board (ERB) and a Performance Review Board
(PRB) for the Senior Executive Service (SES) positions in the Office of Inspector
General (OIG).
1.2 Approve OIG SES awards for a suggestion, invention, superior accomplishment
or a special act or service.
1.3 Recommend to the Office of Personnel Management, through the Secretary of
Energy and through established Departmental procedures, OIG SES nominations
for Presidential Rank Awards.
1.4 Determine the amount of and approve OIG SES performance awards.
1.5 Approve payment of travel and transportation expenses for new OIG SES
appointees.
1.6 Develop procedures and approve SES recertification recommendations for OIG
career executives.
1.7 Develop a pay system and written pay procedures for Senior-Level (SL) positions
classified above GS-15 in the Office of the Inspector General, subject to the
provisions of the Federal Employees Pay Comparability Act of 1990 (Public Law
101-509, section 529, et seq.), Executive Order No. 12748 of February 1, 1991,
and implementing regulations issued by the Office of Personnel Management.
1.8 Set pay for incumbents of individual SL positions in accordance with the
established pay procedures.
1.9 Approve the qualifications of appointees to SL positions.
1.10 Approve annual performance ratings for SES and SL/ST employees.
2. RESCISSION. This Order rescinds Delegations Nos. 0204-22, 0204-132, 0204-142 and
0204-144.

3. LIMITATION.
3.1 In exercising the authority delegated in this Order, a delegate shall be governed
by the rules and regulations of the Department of Energy and the policies and
procedures prescribed by the Secretary or delegate(s).
3.2 Nothing in this Order precludes the Secretary from exercising any of the authority
delegated by this Order.
3.3 Any amendments to this Order shall be in consultation with the Department of
Energy General Counsel.
4. AUTHORITY TO REDELEGATE.
4.1 Except as expressly prohibited by law, regulation, or this Order, the Inspector
General may delegate this authority further, in whole or in part.
4.2 Copies of redelegations and any subsequent redelegations shall be provided to the
Office of Management and Operations Support, which manages the Secretarial
Delegations of Authority system.
5. DURATION AND EFFECTIVE DATE.
5.1 All actions pursuant to any authority delegated prior to this Order or pursuant to
any authority delegated by this Order taken prior to and in effect on the date of
this Order are ratified and remain in force as if taken under this Order, unless or
until rescinded, amended, or superseded.
5.2 This Order is effective December 6, 2001.
