Contracting Officer (CO)

A contracting officer is a Government employee who, when given the authority, awards, administers or terminates a contract above the micro purchase threshold. The term “warranted contracting officer” encompasses persons having the authority to award or administer contracts above the micro purchase threshold.

The CO has the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the CO acting within limits of his/her authority as delegated by the CO. The CO and/or his/her representative is accountable for preparing solicitation documents with technical support from the IT Project Manager (PM) and acting on behalf of the Head of the Contracting Activity.

A person with the authority to enter, administer, and/or terminate federal contracts on behalf of DOE and make related determinations and findings. The term includes authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer.

A person with the authority to enter into, administer, and/or terminate contracts, federal financial assistance, and other transactions, and make related determinations and findings. The term includes certain authorized representatives of the contracting officer acting within the limits of their authority as delegated by the contracting officer.
