Contracting Officer’s Representative (COR)

A Government employee formally designated to act as an authorized representative of a contracting officer for specified functions that do not include actions that could change the scope, price, terms or conditions of a contract (e.g., technical monitoring).

Is an individual, including a contracting officer’s technical representative (COTR), designated and authorized in writing by the contracting officer to perform specific technical or administrative functions.

An individual designated and authorized in writing by the CO to perform specific technical or administrative functions. The COR monitors the contract and provides technical direction that does not otherwise result in a change to the contract's cost, schedule, or performance requirements.

CORs are qualified individuals appointed by the (CO) to assist in the technical monitoring or administration of a contract.
