DESIGNATION ORDER NO. 00-11.00A
TO THE UNDER SECRETARY (OF ENERGY)
1. DESIGNATION. Pursuant to the authority vested in me as Secretary of Energy by the
Department of Energy (DOE) Organization Act (P.L. 95-91), as amended, I designate to
the Under Secretary (of Energy) the authority to act as my designee, as the term is used
in the Internal Revenue Manual, Part 11, Chapter 3, Section 29.6, to take the following
actions:
1.1 Acting separately to request tax delinquency account status and other tax
related information from the Internal Revenue Service, pursuant to 26 U.S.C.
6103(1)(3), for applicants to the DOE’s loan guarantee programs under Title XVII
of the Energy Policy Act of 2005, as amended (42 U.S.C. 16511), and under
Section 2602(c) of the Energy Policy Act of 1992, as amended (25 U.S.C.
3502(c)).
1.2 Acting separately to request tax delinquency account status and other tax
related information from the Internal Revenue Service, pursuant to 26 U.S.C.
6103(1)(3), for applicants to DOE's Advanced Technology Vehicles Manufacturing
Incentive Program under Section 136 of the Energy Independence and Security
Act of 2007 (P.L. 110-140), as amended.
2. RESCISSION. DOE Designation Orders 00-11.00 and 00-12.00 are hereby rescinded.
3. LIMITATION.
3.1 This designation covers all parts of the Department of Energy, except the Federal
Energy Regulatory Commission.
3.2 Pursuant to this Designation, the Under Secretary (of Energy) shall be
governed by the rules and regulations of DOE, and the policies and
procedures prescribed by the Secretary of Energy, or his delegates.
3.3 Nothing in this Designation shall preclude the Secretary of Energy from
exercising any of his authority whenever in his judgment his exercise of such
authority is necessary.
3.4 The Under Secretary (of Energy) will ensure that tax delinquent account and
other tax related information obtained by the Department is properly
safeguarded and secured, that only persons with a "need to know" such
information will have access to it, that the information will be stored in an

appropriate manner, and that the information will be properly disposed of when
the need to maintain such records ceases.
AUTHORITY TO REDESIGNATE. This designation may be redesignated to the Executive
Director of the Loan Programs Office (LPO), and to the Directors of the Loan Guarantee
Origination Division and the Advanced Technology Vehicles Manufacturing Program
Division.
DURATION AND EFFECTIVE DATE.
5.1 All actions pursuant to any authority provided prior to this Order or pursuant to
any authority granted by this Order taken prior to and in effect on the date of
this Order are ratified and remain in force as if taken under this Order, unless or
until rescinded, amended, or superseded.
5.2 A copy of this Designation Order shall be provided to DOE's Office of
Management, which manages the Secretarial Delegations of Authority System.
