Surplus Fissile Materials Baseline

A process used to track U.S. policy for the removal of plutonium and HEU from potential use in weapons programs, based on materials quantities declared surplus by the Nuclear Weapons Council in 1994. A similar process is also applied to separate tracking and reconciliation for additional excess materials declared at later dates, including a 2005 declaration of additional HEU, a 2007 declaration of additional excess plutonium, and future U.S. declarations.
