Modular Development (or Modularization)

Focuses on a project or activity of the overall vision and progressively expands upon the agencies’ capabilities, until the overall vision is realized. Modular Development projects are broken down into discrete projects or increments, each of which are undertaken to develop and implement the products and capabilities that the larger program must deliver.

This involves dividing a project or investment into smaller parts in order to reduce investment risk, deliver capabilities more rapidly, and permit easier adoption of newer and emerging technologies.
