Financial Assistance

The transfer of money or property to a recipient or sub-recipient to accomplish a public purpose of support or stimulation authorized by Federal statute. For purposes of this Order, financial assistance instruments are grants, cooperative agreements, Technology Investment Agreements and sub-awards.

As defined in 2 CFR 200.1. Assistance that non-Federal entities receive or administer in the form of:

a. Grants;

b. Cooperative agreements;

c. Non-cash contributions or donations of property (including donated surplus property);

d. Direct appropriations;

e. Food commodities;

f. Other financial assistance
