Energy Savings Performance Contract

A budget-neutral approach to make building improvements that reduce energy and water use and increase operational efficiency. By partnering with an energy service company (ESCO), a facility owner can use an ESPC to pay for facility upgrades with future energy savings without tapping into capital budgets.-

Allow federal agencies to procure energy savings and facility improvements with no up-front capital costs or special appropriations from Congress. An ESPC is a partnership between an agency and an energy service company (ESCO). Each such contract may, notwithstanding any other provision of law, be for a period not to exceed 25 years.
