Documented Safety Analysis (DSA)

A documented analysis of the extent to which a nuclear facility can be operated safely with respect to workers, the public, and the environment, including a description of the conditions, safe boundaries, and hazard controls that provide the basis for ensuring safety.

The Safety Basis document developed to achieve compliance with the safety basis requirements of 10 CFR Part 830, Nuclear Safety Management.

A documented analysis of the extent to which a nuclear facility may be operated safely with respect to the public, workers, and the environment, including a description of the conditions, safe boundaries, and hazard controls that provide the basis for ensuring safety per 10 CFR Part 830 Appendix A to Subpart B.

For the purposes of answering USQ Screening Questions and USQD Questions, the DSA is understood to include DOE-approved and implemented amending documents, such as, Safety Basis Amendments and SERs containing Conditions of Approval. Changes associated with USQ determinations and associated safety analyses, including supporting safety analyses for any DOE-approved changes to a facility, ESSs, and JCOs, are treated as part of the safety basis until incorporated into the approved DSA.
