Development, Modernization, and Enhancement (DME)

DME means the project cost for new projects, changes, or modifications to existing systems to improve capability or performance; changes mandated by Congress or Agency leadership; personnel costs for investment management; and direct support. For major IT investments, this amount should equal the sum of amounts reported for planning and acquisition plus the associated Full Time Employee (FTE) costs reported in the OMB Exhibit 300B.
