DOE 5500.5A 6-8-92 SUBJECT: PUBLIC AFFAIRS POLICY AND PLANNING REQUIREMENTS FOR A FUEL SUPPLY DISRUPTION EMERGENCY 1. PURPOSE. To establish responsibilities and requirements for Department of Energy (DOE) public affairs actions in the case of a fuel supply disruption emergency. 2. CANCELLATION DOE 5500.5, PUBLIC AFFAIRS POLICY AND PLANNING REQUIREMENTS FOR A FUEL SUPPLY DISRUPTION EMERGENCY, of 12-30-82. 3. REFERENCES. a. Public Law-93-579, “The Privacy Act of 1974, ” (5 U.S. C. 552a), which ensures the protection of the privacy of individuals on whom the Department keeps records. b. DOE 1340.1A, MANAGEMENT OF PUBLIC COMMUNICATIONS PUBLICATIONS, AND SCIENTIFIC, TECHNICAL, AND ENGINEERING PUBLICATIONS, of 8-25-82, which prescribes policies, standards, and procedures for effective management of Department of Energy publications. c. DOE 1350.1, AUDIOVISUAL AND EXHIBITS MANAGEMENT, of 10-28-81, which prescribes policies, responsibilities, and procedures for effectively managing and controlling within DOE all audiovisual productions and exhibits for public use. d. The Freedom of Information Act (5 U.S.C. 552), of 1966, which requires agencies to make available to the public information on Agency rules, opinions, Orders, records, and proceedings; and authorizes the Director of the Federal Register to approve the incorporation by reference of eligible material in the “Federal Register.” 4. GENERAL. This Order covers emergency situations arising from fuel supply disruptions. These emergencies may be real or perceived disruptions of any fuel type, ranging from oil supply cutoff or coal strike, to regional shortages arising from severe weather. 5. POLICY. It is the policy of DOE to provide accurate and timely information to the public, by the most expeditious means whenever possible, in all situations involving the Department’s response to any fuel supply disruption emergencies, in conformance with established DOE information policies, the Freedom of Information Act, and the Privacy DISTRIBUTION: INITIATED BY: All Departmental Elements Office of Public Affairs DOE 5500.5A 6-8-92 2 6. Act, except for the release of information classified for national security purposes or otherwise legally prohibited from release. DOE is responsible for U.S. Government public affairs actions in the case of fuel supply disruption emergencies. Such actions shall be coordinated with other Government agencies when appropriate. R E S P O N S I B I L I T I E S . a. Director of Public Affairs (PA-1). (1) Develops and administers DOE public affairs policy and planning requirements for fuel supply disruption emergencies and oversees development and implementation of public information plans which may be developed by other Departmental Elements. (2) Ensures that appropriate manpower, facilities, and equipment are provided to carry out emergency public affairs responsibilities at Headquarters.

(3) Directs all and public affairs activities in response to fuel supply disruption emergencies. (4) Coordinates all DOE public affairs activities with other Government agencies, as appropriate, during fuel supply disruption emergencies. (5) Determines public affairs requirements and takes necessary independent action when prior consultation with the Office of the Secretary (S-1) is not possible. b. All Headquarters Elements. (1) Shall coordinate with PA-1 all public affairs activities covered by this Order as described in paragraph 4. (2) Shall provide support to PA-1, including information, manpower, facilities, and equipment to respond to a real or perceived fuel supply disruption emergency when directed by the Secretary (S-l). Degree of support to be provided should be determined through consultations between PA-1 and Heads of Departmental Elements. The degree of support to be provided PA-1 should be based upon other existing program or activity priority requirements impacting upon the mission of Departmental Elements disruption emergency. in the event of a declared fuel supply DOE 5500.5A 6-8-92 3 (and 4) c. Heads of Field Elements. (1) Develop and maintain public affairs capability for a fuel supply disruption emergency appropriate to implement the requirements of this Order. (2) Provide the personnel, facilities, and equipment sufficient to implement public affairs activities in fuel supply disruption emergencies. (3) Determine local public affairs requirements and take necessary actions when prior consultation with Headquarters is not possible. Public announcements should be reviewed by PA-1 prior to their release. However, when this is not possible, PA-1 shall be immediately provided the text of any issued statement. 7. MOBILIZATION AND IMPLEMENTATION. Any public affairs activity in response to a fuel supply disruption emergency, actual or perceived, will continue to be directed by PA-1 with consultation and guidance from cognizant Departmental Elements, most notably: the Office of the Secretary; the Assistant Secretary for Domestic and International Energy Policy; the Director of Emergency Planning and Operations; the Assistant Secretary for Environment, Safety and Health; the Administrator of Energy Information Administration; and, when related to nuclear weapons programs, the Assistant Secretary for Defense Programs; the Director of Intelligence; and the Director of Security Affairs.
