Approved: 03-29-00 Expires: 09-29-00 SUBJECT: STANDARDIZATION OF CHEMICAL PROTECTIVE EQUIPMENT FOR PROTECTIVE FORCES AND SPECIAL AGENTS 1. OBJECTIVE. This Notice provides requirements for the standardization and procurement of chemical protective equipment for use by Department of Energy (DOE) protective forces and Special Agents of the Transportation Safeguards Division (TSD). 2. CANCELLATION. None. 3. APPLICABILITY. a. DOE Elements. The requirements in this Notice apply to DOE elements that employ protective force personnel and Special Agents of the TSD. b. Contractors. The Contractor Requirements Document (CRD), Attachment 1, sets forth the requirements that apply to all contracts that the DOE Field Safeguards and Security Directors determine as necessary for protection of Departmental protective forces. c. Exclusions. Consistent with the responsibilities identified in Executive Order 12344, the Director of the Naval Nuclear Propulsion Program will determine the applicability of this Notice for activities and facilities under its control. 4. REQUIREMENTS. a. In response to Presidential Decision Directive-39, “U.S. Policy on Counterterrorism” (U); Presidential Decision Directive-62, “Protection Against Unconventional Threats to the Homeland and Americans Overseas” (U); and the Design Basis Threat (U), the Department must be capable of providing its protective force personnel and Special Agents with adequate protection against attacks where chemical agents or industrial toxic chemicals are employed. To accomplish this, DOE must ensure that its protective forces and Special Agents possess the proper equipment. b. The items identified in Attachment 2 describe minimum Departmental standards for chemical protection equipment to be used by protective force personnel and DOE N 473.3 CANCELE D 2 DOE N 473.3 3-29-00 Special Agents. These standards are based on specifications established by the Department of Defense. c. All Departmental acquisitions of chemical protective equipment will be centrally managed by the Office of Safeguards and Security (OSS). In accordance with paragraph 5d of this Notice, Departmental elements requiring the types of items listed in Attachment 2 must coordinate the procurement of chemical protective equipment through OSS. d. Departmental elements must maintain chemical protective equipment inventories at a level necessary to equip each Security Police Officer (SPO) with the necessary equipment assigned by duty position. An additional 10 percent level of equipment should be maintained for immediate replacement, training, and contingency requirements. 5. RESPONSIBILITIES. a. Director, Office of Security and Emergency Operations (SO). Identify and allocate resources for funding the procurement of chemical protective equipment. Review and approve or disapprove requests for exceptions to the requirements of this Notice, except for components of the National Nuclear Security Administration (NNSA). b. NNSA, Director of Defense Nuclear Security. For operations under the cognizance of NNSA, review and approve or disapprove requests for exceptions to the requirements of this Notice. c. Director, Office of Safeguards and Security (OSS). Coordinate and manage the procurement of all Departmental requirements for chemical protective equipment.

d. Cognizant DOE Field Safeguards and Security Directors. Identify and document the type, size, and quantity of chemical protective equipment needed for protective force personnel at their sites and coordinate such requirements with OSS in accordance with paragraph 4c of this Notice. Ensure that personnel under their cognizance who are assigned chemical protective equipment have been properly fitted with the necessary equipment. In addition, confirm that each individual has been trained in the proper donning and maintenance of assigned equipment, as provided by the Nonproliferation and National Security Institute. e. Manager, Albuquerque Operations Office. Identify the type, size, and quantity of chemical protective equipment for Special Agents assigned to TSD and coordinate such requirements with OSS in accordance with paragraph 4c of this Notice. Ensure that the Special Agents who are assigned chemical protective equipment have been properly fitted with the necessary equipment. Nonproliferation and National Security Institute. Ensure that instructional material is available to all protective force personnel and Special Agents in the proper wear, operation, and maintenance of chemical protective equipment. 6. CONTACT. Attachment 2, DOE Standard Chemical Protection Equipment, describes Department of Energy standards for chemical protective equipment for use by protective force personnel, including designated contractor personnel. 2. Contractors must submit, through their cognizant safeguards and security authority, to the Office of Safeguards and Security, their requirements for chemical protective equipment by type, size, and quantity. 3. Deviations from or additions to the standard chemical protective equipment must be submitted through the cognizant safeguards and security authority to the Director, Office of Security and Emergency Operations. 4. Contractors must maintain a sufficient inventory of chemical protective equipment to ensure efficient and effective chemical protection and training of protective force personnel. CANCELE D DOE N 473.3 Attachment 2 3-29-00 Page 1 (and 2) DOE STANDARD CHEMICAL PROTECTION EQUIPMENT The following ensemble constitutes the minimum Department of Energy standards for chemical protective equipment. The ensemble is designed to provide full protection for protective force personnel and Special Agents against chemical agents and toxic industrial chemical agents. Masks For Security Police Officers (SPOs), a full-face, flexible-plate mask with hood and drinking tube or a clear-vision, low-profile, bi-ocular mask with hood and drinking tube. For SPO-IIIs and designated SPO-IIs, the masks will be adaptable for night vision devices (NVDs). Both masks must be rated for nuclear/ biological/chemical protection. In addition, both masks must have North Atlantic Treaty Organization (NATO) threading for canisters or connecting hoses.

Breathing Filter Systems Each mask will be provided with either filters or powered air purifying respirator (PAPR) breathing assist units, according to the assigned duties. In some cases, it may be determined that self contained breathing apparatus (SCBA) is required. These breathing systems will have NATO threading to allow exchange and adaptability. Mask Carrier Case Each mask will have an individual carrier case, which will allow protective force personnel and Special Agents to carry their masks on their persons. C/B Protective Apparel Protective clothing will be issued to protective force personnel and Special Agents based on their assigned duties. The protective suits will be either a one- or two-piece jumpsuit. The outer shell of the suit will be in the camouflage pattern indigenous to the assigned area. In addition, gloves and boots will be issued to complete the ensemble. Decontamination An individual decontamination kit will be issued to all protective force personnel and Special Agents assigned chemical protective equipment.
