SUBJECT: DOE N 251.7, CANCELLATION OF DIRECTIVES
DISCUSSION: The proposed Notice cancels two Orders belonging to
the Director, Office of Energy Research. Energy
Research is currently developing a new Order which
will contain the consolidation of requirements from
these two documents.
The cancellation of these Orders does not relieve the
Department or its contractors from complying with the
applicable Federal laws and regulations covering these
functional areas.
RECOMMENDATION: That you approve DOE N 251.7, CANCELLATION OF
DIRECTIVES, for publication by your signature below.

Attached is a listing of two canceled directives, effective immediately. This
is a continuing effort in the ongoing initiative to reduce the burden and
volume of internal regulations.
The Department of Energy (DOE) is in the process of streamlining the
directives system. The Office of Energy Research's review of the subject
Orders indicated that they are no longer necessary for multiprogram laboratory
appraisals and institutional planning performed by multiprogram laboratories.
Adequate internal and external structures are in place to ensure adequate
compliance. Therefore, these Orders are deemed unnecessary and redundant and
are hereby canceled. A draft version of a proposed new Order, consistent with
current DOE policy, e.g., use of performance measures for evaluating the
laboratories, has been completed and is currently being reviewed by a small
sample group of stakeholders for comment.
The cancellation of these Orders does not relieve the Department or its
contractors from complying with the applicable Federal laws and regulations
pertaining to the canceled Orders or their functional areas.
