SUBJECT: GUIDE CERTIFICATION STATEMENT
Pursuant to the Deputy Secretarial initiative that the Office of Health, Safety and Security
review all directives under its purview, Department of Energy (DOE) Guide (G) 414.1-18,
Management and Independent Assessment Guide for Use with 10 CFR 830, Subpart A, and DOE
O 414.1C, Quality Assurance; DOE M 450.4-1, integrated Safety Management System Manual;
and DOE O 226.1A, Implementation of Department of Energy Oversight Policy, dated 9-27-07,
has been reviewed and is deemed to be in compliance with related Departmental Directives,
Secretarial Delegations, organizational structure, budget guidelines, regulations, standards,
OMB guidance, relevant memoranda of understanding and public laws.
In addition, this Guide is not found to cause undue burden (i.e., significant cost impacts, overly
prescriptive, redundancy, or excessive reporting requirements) on Departmental elements and
contractors.
This certification was reviewed by the Executive Steering Committee for the Quality Assurance

This “Guide Certification Statement” documents the review for continuing relevance and is in
compliance with DOE O 251.1C, Departmental Directives Program.

use by the Department.
