1. DEPARTMENT OF ENERGY DESIGNATION ORDER NO. 00-23.00A TO THE CHIEF INFORMATION OFFICER DESIGNATION. Under the authority vested in me as Secretary of Energy, the Chief Information Officer (CIO) as the Department of Energy (DOE) Senior Agency Official for Information Sharing and Safeguarding. This action implements Section 2.1 of Executive Order (E.O.) 13587, "Structural Reforms to Improve the Security of Classified Networks and the Responsible Sharing and Safeguarding of Classified Information, "Octob.er 7, 2011. In conjunction with and subject to the statutory and other authorities of the National Nuclear Security Administration (NNSA), the Office of Intelligence and Counterintelligence (IN), and the Office of Environment, Health, Safety and Security (AU), the CIO will represent the Secretary as follows: 1.1 As the Senior Official charged with overseeing classified information-sharing and safeguarding efforts of the Department. 1.2 As the DOE In formation Sharing Executive, coordinating Department support for the Information Sharing Environment {ISE), in coordination with the Program Manager ISE, as called for in the Intelligence Reform and Terrorism Prevention Act of 2004 and E.O. 13388. 1.3 As the Secretary' s representative with NNSA CIO as alternate to the Senior Information Sharing and Safeguarding Steering Committee created by Section 3.2 of E.O. 13587. 1.4 As the Secretary's representative in consultation with the Director of Classified Information Sharing and Safeguarding Office as provided by Section 4.2(c) of E.O. 13587. 1.5 Ensure the Department's responsible sharing and safeguarding of classified information on computer networks is consistent with protections for privacy and civil liberties. 1.6 1.7 Represent the Department on the Federal CIO Council, and coordinate the Department's participation in initiatives related to information sharing and safeguarding. Coordinate with the Department's other applicable Senior Agency Officials (SAOs) regarding DOE's participation in White House information sharing and safeguarding lnteragency Policy Committees (I PCs), to include the National i I I II ~ S1-DES-CIO-2019 Diane Cross-Out 2. 3. 4. 2 Disclosure Policy Committee, Information Sharing and Access IPC, the Records Access and Information Security IPC, and the Cyber IPC. 1.8 Provide support to DOE-IN in their role as the Department's representative on, and participation in, the Office of the Director of National Intelligence (ODNI} Intelligence Community (IC} CIO Council, and the ODNI IC Information Sharing Steering Committee. 1.9 Provide support to DOE-HS in their role as the Secretary's representative to the Insider Threat Task Force created by Section 6.2 of E.O. 13587. 1.10 Provide support to NNSA CIO in their role as the Secretary's representative to the Committee on National Security Systems created by National Security Directive- 42, as updated. 1.11 Establish a DOE Information Sharing and Safeguarding Governance Board and serve as the Chair and Executive Agent. The DOE Information Sharing and Safeguarding Governance Board will evaluate and identify where improvements and lessons learned in classified system security should be leveraged to improve the security of selected, sensitive unclassified systems. RESCISSION. DOE Designation Order 00-23.00 is hereby rescinded. LIMITATION. 3.1 This designation covers all parts of DOE, except the Federal Energy Regulatory Commission.

3.2 Nothing in this Order shall be construed to supersede or otherwise interfere with the authorities provided to the Administrator for Nuclear Security by law or delegation. Furthermore, nothing herein constitutes authority to exercise authority, direction, or control of an employee of the National Nuclear Security Administration or its contractors. 3.3 In exercising the designated authority in this Order, the designee shall be governed by the rules and regulations of DOE and the policies and procedures prescribed by the Secretary of Energy or Deputy Secretary of Energy. 3.4 Nothing in this Order precludes the Secretary from exercising any of the authority delegated by this Order. DURATION AND EFFECTIVE DATE. 5.1 All actions by the designee pursuant to any authority provided prior to this Order or pursuant to any authority granted by this Order taken prior to and in effect on the date of this Order are ratified and remain in force as if taken under this Order, unless or until rescinded, amended, or superseded. 5.2 A copy of this Designation Order shall be provided to DOE's Office of Management, which manages the Secretarial Delegations of Authority System. 5.3 This Designation Order is effective ____ _ K!f:t<. £efl_R_ J Rick Perry Secretary of Energy
