Designation of the Senior Agency Official for Information
Sharing and Safeguarding
To ensure the Department' s responsible sharing and safeguarding of classified
information on computer networks is consistent with protections for privacy and civil
liberties, I hereby designate the Chief Information Officer (CIO) as the Department of
Energy (DOE) Senior Agency Official for Information Sharing and Safeguarding. This
action implements Section 2. l of Executive Order (E.O.) 13587, "Structural Reforms to
Improve the Security of Class ified Networks and the Responsible Sharing and
Safeguarding of Classified Information," October 7, 20 11.
In conjunction with and subject to the statutory and other authorities of the National
Nuclear Security Administration (NNSA), the Office of Intelligence and
Counterintelligence (DOE-IN), and the Office of Health Safety and Security (DOE-HS),
the CIO will represent the Secretary as fo llows:
I. As the Senior Official charged with overseeing classified information-sharing and
safeguarding efforts of the Department;
2. As the DOE Info rmation Sharing Executive, coordinating Department support for
the Information Sharing Environment (ISE), in coordination with the Program
Manager ISE, as called fo r in the Intelligence Reform and Terrorism Prevention
Act of2004 and E.O. 13388;
3. As the Secretary's representative with NNSA CIO as alternate to the Senior
Information Sharing and Safeguarding Steering Committee created by Section 3.2
ofE.O. 13587;
4. As the Secretary ' s representative in consultation with the Director of Classified
Information Sharing and Safeguarding Office as provided by Section 4.2(c) of
E.O. 13587;
5. Represent the Department on the Federal CIO Council, and coordinate the
Department' s participation in initiatives related to information sharing and
safeguarding;

6. Coordinate with the Department's other applicable Senior Agency Officials
(SAOs) regarding DOE's participation in White House information sharing and
safeguarding Interagency Policy Committees (IPCs), to include the National
Disclosure Policy Committee, Information Sharing and Access IPC, the Records
Access and Information Security IPC, and the Cyber IPC;

7. Provide support to DOE-IN in their role as the Department's representative on,
and participation in, the Office of the Director of National Intelligence (ODNI)
Intelligence Community (IC) CIO Council, and the ODNI IC Information Sharing
Steering Committee; and
8. Provide support to DOE-HS in their role as the Secretary's representative to the
Insider Threat Task Force created by Section 6.2 of E.O. 13587;
9. Provide support to NNSA CIO in their role as the Secretary's representative to the
Committee on National Security Systems created by National Security Directive-
42, as updated;
10. Establish a DOE Information Sharing and Safeguarding Governance Board and
serve as the Chair and Executive Agent. The DOE Information Sharing and
Safeguarding Governance Board will evaluate and identify where improvements
and lessons learned in classified system security should be leveraged to improve
the security of selected, sensitive unclassified systems.
