NATIONAL NUCLEAR SECURITY ADMINISTRATION DESIGNATION ORDER NO. 00-24.00A TO DR. MINDY S. CONNOLLY, PROCUREMENT ANALYST, NA-APM-141 1. DESIGNATION. Under the authority vested in me as Head of the Contracting Activity, Dr. Mindy S. Connolly is hereby designated the NNSA Contracting Activity Ombudsman as that title and responsibilities are described in FAR 16.505(b )(8) and DEAR 916.505(6 )(6)(iii). 2. RESCISSION. Designation Order No. 00-24.00 is hereby rescinded. 3. LIMITATIONS. 3.1 This designation applies to all elements ofNNSA. 3.2 In exercising the authority designated in this Order, the designee shall be governed by the rules and regulations of the Department of Energy, the National Nuclear Security Administration, and the policies and procedures prescribed by the Secretary and Under Secretary for Nuclear Security/Administrator. 3.3 Nothing in this Order precludes the Under Secretary for Nuclear Security/ Administrator from exercising any of the authority delegated by this Order. 3.4 Nothing in this Order shall be construed to supersede or otherwise inte1fere with the authorities provided to the NNSA Administrator by law or delegation. 3.5 Any amendments to this Order shall be made in consultation with the NNSA General Counsel. 4. AUTHORITY TO REDESIGNATE. This authority may not be redesignated or delegated. 5. DURATION AND EFFECTIVE DATE. 5. 1 5.2 5.3 All actions by the designee pursuant to any authority provided prior to this Order or pursuant to any authority granted by this Order taken prior to and in effect on the date of this Order are ratified and remain in force as if taken under this Order, unless or until rescinded, amended or superseded.
