DEPARTMENT OF ENERGY DESIGNATION ORDER NO. 00-06.00 TO THE DEPUTY SECRETARY 1. DESIGNATION. Under the authority vested in me as Secretary of Energy you are hereby designated the “Secretarial Acquisition Executive” (SAE) and to exercise authority, direction and control over the Department’s acquisition management system. 2. RECISSION. None. 3. LIMITATION. 3.1 This designation covers all parts of the Department of Energy, except the Federal Energy Regulatory Commission. 3.2 In exercising the designated authority in this Order, a designee shall be governed by the rules and regulations of DOE and the policies and procedures prescribed by the Secretary. 4. AUTHORITY TO REDESIGNATE. The SAE authority may not be further designated. However, as SAE, you may designate Acquisition Executive authority for Non-Major systems, that have a total cost of $400 and below to the Department’s Under Secretaries. 5. DURATION AND EFFECTIVE DATE. 5.1 All actions pursuant to any authority provided prior to this Order or pursuant to any authority granted by this Order taken prior to and in effect on the date of this Order are ratified and remain in forces as if taken under this Order, unless or until rescinded, amended, or superseded. 5.2 A copy of this Order shall be provided to the Office of Management Communications within the Office Management, Budget and Evaluation. 5.3 This Order is effective December 15, 2003.
