DESIGNATION ORDER NO. 00-05.00A
TO DIRECTOR, OFFICE OF ADMINISTRATION
1. DESIGNATION. Pursuant to the authority vested in me as Secretary of Energy and by
section 642 of the Department of Energy Organization Act (Pub. L. 95-91), you are hereby
designated to be responsible for developing, implementing, and maintaining an Occupant
Emergency Plan, as required by 41 C.F.R.102-71.20 and 102-74.230, for all the Department’s
Headquarters Buildings.
2. RECISSION. This Order supersedes DOE Designation Order 00-05.00.
3. LIMITATION.
3.1 This designation covers all parts of the Department of Energy, except the Federal
Energy Regulatory Commission.
3.2 In exercising the designated authority in this Order, the designee shall be
governed by the rules and regulations of DOE and the policies and procedures prescribed the
Secretary of Energy or Deputy Secretary of Energy.
3.3 Nothing in this Order shall be construed to supersede or otherwise interfere with
the authorities provided to the Administrator of the National Nuclear Security Administration by
law or by delegation. Furthermore, nothing herein constitutes authority to exercise authority,
direction, or control of an employee of the National Nuclear Security Administration or its
contractors.
4. AUTHORITY TO REDESIGNATE. This authority may not be redesignated.
5. DURATION AND EFFECTIVE DATE.
5.1 All actions pursuant to any authority provided prior to this Order or pursuant to
any authority granted by this Order taken prior to and in effect on the date of this Order are
ratified and remain in force as if taken under this Order, unless or until rescinded, amended or
superseded.
5.2 A copy of this Order shall be provided to the Office of Administrative
Management and Operations Support within the Office of Management.
5.3 This order is effective September 12, 2007.
