REDELEGATION ORDER NO. 00-008.20.01
TO THE CHIEF OPERATING OFFICER, OFFICE OF SCIENCE
1. DELEGATION. Pursuant to the Director, Office of Management, Budget and
Evaluation/Chief Financial Officer Delegation provided to me under Delegation
Order 00-008.20, I delegate to the Chief Operating Officer of the Office of Science
authority to take the following actions:
1.1 Take all necessary action to acquire, by purchase, lease, or otherwise, real
property interests; take necessary additional action following the initiation of
condemnation proceedings and the execution of declarations of taking; and
exercise all authority of the Secretary regarding the management and disposal of
Departmental real property, excluding the acceptance by donation of real
property. This authority does not extend to initiation of condemnation
proceedings or executions of declarations of taking. All real estate actions shall
be subject to approval by a Department of Energy (DOE) certified realty
specialist. In addition, the Office of Management, Budget, and Evaluation and
the Office of General Counsel shall be formally notified 90 days in advance of
the final disposal by sale or lease of any Departmental real property under the
DOE property disposal authorities. This notification requirement does not
include the demolition of buildings by DOE or its contractors.
2. RECISSION. Delegation Orders 00-008.09 and 00-008.11 are hereby rescinded.
3. LIMITATION.
3.1 In exercising the authority delegated in this Order, a delegate shall be governed
by the rules, regulations and directives of the Department of Energy
and the policies and procedures prescribed by the Secretary or delegate(s).
3.2 Nothing in this Order precludes the Secretary or the Director of
Management, Budget and Evaluation/Chief Financial Officer, or the Director,
Office of Engineering and Construction Management from exercising any of the
authority delegated by this Order.
3.3 Any amendments to this Order shall be in consultation with the Department of
Energy General Counsel.
3.4 The exercising of this delegation for actions that are in support of other DOE
cognizant and program secretarial offices at Office of Science sites require that
you or the field office be delegated the affected program(s) administrative
authority through Memorandum of Understanding (MOU). A copy of each
MOU shall be provided to the Office of Engineering and Construction
Management for review and concurrence prior to issuance.

4. AUTHORITY TO REDELEGATE.
4.1 Except as prohibited by law, regulation, or this Order, the Chief Operating
Officer, Office of Science may delegate this authority further, in whole or in part,
provided a Certified Realty Specialist in the field is available to develop and
support SC site office transactions. Certification experience and training
requirements are such that special attention should be given to obtaining and
developing staff, and then maintaining expertise through a viable succession plan.
4.2 Copies of redelegations and any subsequent redelegations shall be provided to the
Office of Management Communications, which manages the Secretarial
Delegation of Authority system.
5. DURATION AND EFFECTIVE DATE.
5.1 All actions pursuant to any authority delegated prior to this Order or pursuant to
any authority delegated by this Order taken prior to and in effect on the date of
this Order are ratified and remain in force as if taken under this Order, unless or
until rescinded, amended or superceded.
5.2 This order becomes effective on March 4, 2005.
