1. EXPLANATION OF CHANGES. The purpose of the change to DOE P 454.1 is to
update the Office of Primary Interest (OPI) responsible for this directive. An update
to refer to the Office of Environment, Health, Safety and Security is also be made in
the text of the Policy.
