This minor change adds key elements of the new Safety Culture Improvement Panel (SCIP) to the Order. It fulfills expectations and directions established by the recent S-1 memorandum: Secretary Moniz, Deputy Secretary Sherwood-Randall, Personal Commitment to Excellence in Health and Safety, signed December 2, 2015; and expressed in the SCIP Charter signed by the Deputy Secretary. 2.
