SUBJECT: Delegation of Authority to Conduct Damage Assessments
The purpose of this memomndum is to delegate to the managers of field elements the
authority and responsibility to conduct damage assessments in accordance with the
Department of Energy Manual470.4-l, Safeguards and Security Program Planning and
Management. These damage assessments apply to incidents of security concern at Office
of Environmental Management (EM} sites and/or pertaining to EM funded activities. For
any safeguards or security incident which may have resulted in complex-wide impacts or
may signal the need for modifications to classification policy, the EM Headquarters
should be notified prior to initiating the damage assessment. Field managers may request
assistance from Headquarters personnel in those instances where it is necessary to assess
the value of compromised information to foreign governments and/or hostile
organizations. Damage assessments are to be conducted in accordance with DOE
M 470.4-1, Section N, Chapter II.3, and subsequent revisions to the applicable DOE
directives.
I have appointed Tom Anderson, EM Classification Representative, to serve as the EM
focal point for conduct of security incident damage assessments.
This rescinds the delegation issued to Dave Brockman, Richland Operations Office, same
