SUBJECT: Delegation of Authority for Safeguards and Security
This memorandum delegates the authorities enumerated below to the Director of the
Office of Safeguards and Security. This delegation. applies to the two functional areas,
Safeguards and Security and Emergency Management, under the cognizance ofEM-24.
In addition, this memorandum formally designates Cognizant Security -Authority (CSA)
responsibilities for Environmental Management Headquarters (HQ) and field sites.
Delegation ofEmergeucy Management Functions
The Director, Office of Safeguards and Security is delegated the following emergency
management :functions: ·
• Recipient of Emergency Management Program documents submitted to HQ
by Field Managers. Specific documents as cited in DOE Order 1 S 1.1 C,
Chapter 1, Section 9.c, (1) and (2), 9.h. and Section 9.k., are the site
Emergency Plans, Emergency Planning Zones, Emergency Readiness Assurance
Plans, Hazards Surveys, ~nd Emergency Planning Hazards Assessments, and
approved site exe:n::ise packages cited in Chapter IV, Section 4.b., (1) (d).
• Approval authority for site corrective action plans developed as a result of
fmdings from oversight of field Emergency Management Programs (DOE Order
470.2B).
Delegation of Safeguards and Security Functions
The Director, Offic·e of Safeguards and Security is delegated the following safeguards
·and security functions:
• Approval authority for termination of safeguards for Attractiveness Level 'D', 'C'
or 'B • special nuclear materials (DOE M 470.4-6 Chg l, Section A.l.q(2)).
• · Approval authority for variances related to other safeguards and security program
(DOE M 470.4-1, Part 2, Section M-Deviations, Paragraph.2).
• Approval authority for co.rrective action plans developed as a result o~ oversight
of site safeguards and security programs (DOE Order 470.28).
• Concurrence authority for Site Safeguards and Security Plans and subsequent

revisions (DOE M 470.4-1, Part 1, SectionA.3.e).
cs~ for Headquarters and Field Offices
• The Director, Office of Safeguards and Security is delegated to be the
EMHQCSA. .
• The following Operations Office Managers are delegated to .,e CSAs for their
respective sites: Manager, Savannah River Operations Office; Manager,
Richland Operations Office. This should be a general delegation to apply to all
DOE Safeguards and Security directives requiring CSA responsibilities, .
approvals ~dlor actions. Designated Opemtions Office Managers can further
delegate this function, or parts thereof, to their Federal Security Directors if
desired. ·
• For sites not staffed to provide the CSA function, CSA responsibilities may be.
assigned to a third party via Me~orandum of Agreement that m~St be concurred
onbyEM-24.
