Delegation of Authority
This memorandum serves to notify you of changes in established authority for items
covered in Department of Energy (DOE) 0 458.1, Radiation Protection of the Public and
the Environment issued on February 11, 2011. Specifically, this order which replaces
DOE 0 5400.5, Radiation Protection of the Public and the Environment now establishes
approval for Authorized Limits for real property to Field Element Managers, in
consultation with the Assistant Secretary for Environmental Management. In addition,
DOE 458.1 retains authorities established in DOE 5400.5 for the approval ofpre
approved Authorized Limits and for Authorized Limits for personal property with Field
Element Managers. Note also that the approval for Authorized Limits for personal
property is conditioned on the various technical and administrative requirements in DOE
0 458.1, Section 4.k.(6)(d)2. DOE Order 458.1, "Radiation Protection of the Public and
the Environment" is posted on the Directives portal here:

Designated authorities assigned through the DOE Directives are established to ensure
objective and consistent decision making by appropriate levels of line management.
Decisions and associated actions must be consistent with the policy and goals of this
organization. If you have any questions in executing your authorities, I encourage you to
seek input from me before you take an action of make a decision.
Consistent with DOE 0 458.1, none of these authorities may be re-delegated. If you have
