Delegation of Authority to Conduct Damage
Assessments
The purpose of this memorandum is to delegate to the Manager of the Field
Element the authority and responsibility to conduct damage assessments in
accordance with the Department of Energy (DOE) Manual4 70.4-1, Change I,
Safeguards and Security Program Planning and Management. These damage
assessments apply to incidents of security concern at Environmental Management
(EM) sites and/or pertaining to EM funded activities. For any safeguards or
security incident which may have resulted in complex-wide impacts or may signal
the need for modifications to classification policy, the EM Headquarters (HQ)
should be notified prior to initiating the damage assessment. Field Managers may
request assistance from HQ personnel in those instances where it is necessary to
assess the value of compromised information to foreign Governments and/or
hostile Organizations. Damage assessments are to be conducted in accordance
with DOE Manua1470.4-l, Chg 1, Section N, Chapter II-3, and subsequent
revisions to the applicable DOE directives.
I have appointed Mr. Tom Anderson, EM Classification Representative, to serve
as the EM focal point for conduct of security incident damage assessments.
