SUBJECT: Delegation of Authority
This memorandum delegates the authorities enumerated below to the Acting Deputy
Assistant Secretary for Safety and Security Program. This delegation applies to the two
functional areas, Emergency Management and Safeguards and Security, under the
cognizance ofEM-20.
Delegation of Emergen.:y Management Functions
You are delegated the following emergency management functions:
• Approval authority for proposed alternative standards for emergency
management, DOE Order (0) 151.1 C and approval authority for exemptions to
requirements ofDOE 0 151.1C and DOE 0 150.1. ·
• Concurrence authority on the DOE Continuity of Operations Plan, DOE 0 150.1.
Delegation of-Safeguards and Securitv Functions
You are delegated the following safeguards and security functions:
• Approval authority for all deviations under DOE Manual470.4-l, Change 2,
Section M-Deviations, dated November 20,2010, relevant io safeguards and
security program directive requirements. ·
• Approval authority for equivalencies and exemptions to security and physical
protection requirements ofDOE 0 471.1B, Identification and Protection of
Unclassified Controlled Nuclear Information, and DOE 0 471.6, Information
Security.
• Approval authority for equivalencies and exemptions to security requirements
contained in newly issued or revised safeguards and security directives, to
include: DOE 0 470.4B, Safeguards and Security Program; DOE 0 473.3,
Protection Program Operations; DOE 0 470.6, Nuclear Material Control and
Accountability; and, DOE 0 472:2, Personnel Security.
