BRINKMAN DIRECTOR OFFICE OF SCIENCE SUBJECT: Delegation of Approval Authority for Unclassified Foreign Visits and Assignments (UFVA) The Department of Energy (DOE) Order 142.3, Unclassified Foreign Visits and Assignments Program (UFVA) was approved by Deputy Secretary of Energy on June 18,2004. The Order establishes a program for unclassified foreign national access to DOE sites. In accordance with the Order, I am re-assigning to you UFV A approval authority for Headquarters activities involving access requests for sensitive country nationals and non-sensitive country nationals. All UFVA requests must be properly documented and include the following information: Foreign Access Central Tracking System accountability, an indices check, a formal memorandum for approval/disapproval of the request, and a prepared security plan. The Science Safeguards and Security Division will continue to assist your staff with preparation of the required documentation.
