SUBJECT: Approval of Nuclear Safety Delegations for Y-12 Site Office

The nuclear safety delegations requested by your April 23, 2010, memorandum were
reviewed against the Deputy Secretary's criteria in Reference (1). The qualifications of
Mr. Kenneth lvey, Mr. Kevin Smith, and yourself and the National Nuclear Security
Administration (NNSA} Y-12 Site Office (YSO) capabilities and capacities were evaluated
and documented per the NNSA Business Operating Procedure (BOP) for Delegations of
Nuclear Safety Authority, Reference (2).
I understand each delegate has completed Nuclear Executive Leadership Training and
Senior Technical Safety Manager (STSM) qualification, and each delegate has the
capabilities and experience to properly exercise the requested authorities. In each
case, the YSO capacity and capabilities were found to be adequate. Therefore, I am
delegating the nuclear safety authorities as follows:
Mr. Theodore D. Sherrv. Manager:
Authorization Basis- for new or major modifications to Hazard Category 2 and
3 nuclear facilities approve Safety Design Strategy (SDS), Conceptual Safety
Design Report (CSDR), and Preliminary Safety Design Report {PSDR); and
approve documentation for the SDS, Conceptual Safety Validation Report for
the CSDR, and Preliminary Safety Validation Report for the PSDR.

Facility Safety - for all capital acquisition projects where the Site Office
Manager is designated as the Acquisition Executive, review and approve
implementation plans for nuclear and explosives safety design criteria;
implementation methods other than those in referenced Implementation
guides and standards; or the basis for exceptions to including multiple physical
barriers to prevent or mitigate the release of radioactive materials to the
environment as part of the nuclear design.
Facility Safety - Review and approve operations involving criticality hazards
that require deviations from the double-contingency principle contained in
ANSI/ANS 8.1 and required by DOE 0 420.1 B.
Mr. Kevin W. Smith, Deputy Manager:
Authorization Basis- when Mr. Smith is in an acting capacity for the Site
Office Manager and timely approvals are needed, approve Safety Design
Strategy (SDS), Conceptual Safety Design Report (CSDR), and Preliminary Safety
Design Report (PSDR); approve documentation for the SDS, Conceptual Safety
Validation Report for the CSDR, and Preliminary Safety Validation Report for
the PSDR.
In addition, you have my approval to re-delegate authority to Mr. Ken lvey, up to the
limits described below.
Mr. Kenneth D. lvey, Assistant Manager for Engineering. Safety. and Environment:
Authorization Basis - approve changes and annual updates to Safety Basis
documents for Hazard Category 2 and 3 nuclear facilities to include
Documented Safety Analyses (DSA), Technical Safety Requirements (TSR),
Unrevlewed Safety Question (USQ) procedure, and Safety Evaluation Reports.
These delegations remain valid while the respective delegate serves In his current
position and maintains his STSM qualification.
The NNSA Central Technical Authority has concurred with the delegation of
Authorization Basis approval authority below the level of Site Office Manager.
