Approved: 2-10-2016 SUBJECT: SAFEGUARDS AND SECURITY PROGRAM PURPOSE AND SCOPE The Safeguards and Security Program ensures that the Department of Energy efficiently and effectively meets all its obligations to protect Special Nuclear Material, other nuclear materials, classified matter, sensitive information, government property and facilities, and the safety and security of employees, contractors, and the general public. These obligations are found in numerous national policies, including the Atomic Energy Act of 1954, as amended, (42 U.S.C. § 2011 et seq.), the Department of Energy Organization Act (42 U.S.C. § 7101), Executive Order 13526, Classified National Security Information, Executive Order 12968, Access to Classified Information, and Executive Order 12829, National Industrial Security Program, Executive Order 13587 Structural Reforms to Improve the Security of Classified Networks and the Responsible Sharing and Safeguarding of Classified Information, Presidential Policy Directive (PPD)-21 Critical Infrastructure Security and Resilience, among others. The established Safeguards and Security Program extends to all elements of the Department, including the National Nuclear Security Administration. This Policy cancels and supersedes DOE P 470.1A, Safeguards and Security Program, dated 12-29-2010. POLICY The Department’s Safeguards and Security Program will: 1. Identify all protection and transportation security needs for the Department. 2. Establish clear roles and responsibilities for safeguards and security. 3. Implement Departmental policy through line management. 4. Establish safeguards and security oversight programs to assure that policy implementation meets established standards. 5. Seek and implement continuous improvements and efficiencies. 6. Institute enterprise-wide solutions to common challenges across the Department. The Safeguards and Security Program will incorporate the following principles: 1. Safeguards and Security considerations are thoroughly integrated with all aspects of mission accomplishment. Protection requirements and risk acceptance is commensurate with consequences of loss or misuse of the protected asset and government property for both fixed site and transportation operations. 3. Responsibility for the implementation of protection measures resides with DOE line management elements responsible for mission accomplishment. 4. Authority is delegated to appropriate levels, to include Cognizant Security Offices, Officially Designated Federal Security Authority (ODFSA) and Officially Designated Security Authority (ODSA), to promote efficiency and effectiveness. 5. Program oversight ensures that opportunities for improvement, both in effectiveness or efficiency, are identified and acted upon consistent with strategic or operational priorities and available resources. 6. DOE Line Management, delegated safeguards and security authority, is empowered to make risk management decisions as necessary to support mission accomplishment. 7. Program focus is upon overall mission performance. 8. Effective corporate security strategies are identified and implemented to guide in the development of security policy. 9. Effective strategies are actively coordinated across the Department through the Chief Security Officers and the Security Committee to address cross-organizational issues and challenges for both fixed site and transportation operations.
