To establish policy for the collection, analysis, and dissemination of energy information by the Energy Information Administration (EIA) and for EIA support of energy information needs of all Departmental Elements. The Department of Energy (DOE) Organization Act of 1977 established the Energy Information Administration which is “responsible for carrying out a central comprehensive and unified energy data and information program...." Under this program, the EIA has the responsibility to collect, evaluate, assemble, analyze, and disseminate energy information and data. b. DOE Delegation Order No. 204-3 delegated to the Administrator of the EIA the broad authority vested by law in the Secretary relating to the gathering, analysis, and dissemination of energy information. This delegation of authority was made on a non-exclusive basis to indicate that the Secretary may also separately delegate this authority to other DOE officials as appropriate. DEFINITIONS. a. Energy Information. The term “energy information,” as contained in Section 11 of the Energy Supply and Environmental Coordination Act of 1974 (ESECA), as referred to in Section 205(b) of the DOE Organization Act, is defined to include: (1) All information in whatever form on: (a) fuel reserves, exploration, extraction, and energy resources (including petrochemical feedstocks) wherever located; and (b) pro- duction, distribution, and consumption of energy and fuel wherever carried on. (2) Matters relating to energy and fuels, such as corporate structure and proprietary relationships, costs, prices, capital investment, and assets, and other matters directly related thereto, wherever they exist. The term “fuels” is intended to be all-inclusive and, therefore, includes fossil fuels, nuclear and fission fuels, as well as geothermal, solar, and other energy sources. 5. POLICY. The responsibility to collect, evaluate, assemble, analyze, and disseminate energy information and data, as defined herein, on behalf of all Departmental Elements shall be centralized in the EIA, except where specific responsibilities related to certain types of energy information have been directly delegated to other Secretarial Officers. 6. RESPONSIBILITIES. a. Administrator, Energy Information Administration shall: (1) Provide energy information and data collection analysis, and dissemination services to other Departmental Elements, usually on a reimbursable or shared-cost basis. (’2) Provide energy information and statistical forms management and clearance and prepare the energy information portion of the Department’s Information Collection Budget. b. Heads of Departmental Elements shall: (1) Request energy data services from EIA in accordance with procedures established by the Administrator and published as EI-591O.1A, “EIA Services to Non-EIA Clients.” (2) As an alternative, request redelegation of the Administrator’s authority so that they may undertake the activities themselves.
