TO establish policy for the Department of Energy’s (DOE) Aerial Measuring System (AMS) Program. SCOPE. The provisions of this Order apply to all Departmental Elements, to contractors performing work for the Department as provided by law and/or contract, and as implemented by the appropriate contracting officer. POLICY. ODE shall maintain a capability to provide regularly scheduled aerial remote sensing surveys to provide baseline radiological , multi-spectral, and other remotely sensed data; early warning of environmental impacts of operations; and total site surveillance. In addition, capability will be maintained to provide urgent and emergency aerial assessment of radiological conditions in the vicinity of peacetime radiological incidents or accidents. DEFINITIONS. See Attachment 2 to DOE 5500.1B.

6. CONCEPT OF OPERATIONS. AMS operates on a multi-year survey schedule developed by the DOE Field Office, Nevada, (NV). This schedule includes surveys of DOE sites, participation in interagency exercises, and work for other Federal agencies. These activities are coordinated through the Headquarters Program Office, DP-20. DP-20 will coordinate survey schedules with those Headquarters Program Elements l nd other Federal agencies for whom the surveys are conducted. Schedules will be reviewed semiannually to ensure that personnel, equipment, and adequate funds are available. DP-20 will establish the priorities in the event of competing resource requirements. Urgent surveys will be addressed on a case-by-case basis. Changes to the schedule will be coordinated with DP-20. Requests for planned surveys will be submitted to the Manager, DOE Field Office, Nevada at least six months prior to 2 DOE 5530.4 9-20-91 3 deployment with final approval by DP-20. Final-reports or surveys will be provided to the cognizant Headquarters Program Office or requesting Federal agency by the Manager, NV. 7. RESPONSIBILITIES AND AUTHORITIES. a. The Secretary. Many provisions in this Order permit and/or necessitate the exercise of discretion and/or judgment In carrying out the requirements of the Order. In those instances, the determination of whether, in the exercise of such discretion and/or judgment, with requirements of this Order were complied with rests Initially with the relevant Department authority and, ultimately, with the Secretary. The Secretary retains the sole and final authority to determine what acts are necessary to comply with this Order. Further, the Secretary retains the authority to suspend any and all requirements under this Order whenever the Secretary deems it necessary. This authority may be delegated by the Secretary as appropriate. b. Assistant Secretary for Defense Programs (DP-1) shall oversee the AMS program and ensure that the necessary plans, procedures, and resources are developed and maintained to support aerial surveys. c. Deputy Assistant Secretary for Military Application (DP-20) shall: (1) (2) (3) (4) Provide programmatic policy and guidance for the AMS program. Maintain liaison with Headquarters organizations of appropriate Federal Agencies, such as the Department of Defense, Department of State, Nuclear Regulatory Commission, Environmental Protection Agency, and Federal Emergency Management Agency and assure necessary interagency agreements are negotiated. Conduct appraisals of the AMS operations to assess compliance with the provisions of this Order. Serve as the approval authority for the five-year AMS Survey Schedule, and for urgent or emergency deployment requests. 4 DOE 5530.4 9-20-91 (5) Budget for research, development, documentation, equipment, exercise, training, and deployment to meet AMS response requirements. (6) Review and concur on AMS procedures. d. Assistant Secretary for Environment, Safety, and (EH-1) shall conduct oversight as required to ensure those Health aspects of environmental protection, radiation safety, worker safety, and those aspects of public health and safety that deal with epidemiology and exposure to hazardous materials are properly addressed. e. Director of Emergency Operations (DP-9.3), shall: (1) Establish a process for reviewing DOE plans and procedures which are prepared to implement the DOE 5500 series Orders. (2) Serve as the DOE point of contact for inquiries concerning emergency preparedness.

f. Heads of Headquarters Program Offices a d DOE Field Elements shall request services, when required, of AMS through the DP-20 Program Office. g. Manager, DOE Field Office, Nevada (NV) shall: (1) (2) (3) (4) Develop, issue, and maintain written procedures for the activation, deployment, operation, and deactivation of AMS. Such procedures shall be reviewed and concurred on by DP-20. Prepare and submit a five-year budget plan with supporting documentation for maintaining and operating AMS, including research and development activities. Prepare and coordinate with DP-20, the Five-Year AMS Survey Schedule to include exercises. Changes to schedules shall be coordinated with DP-20. Conduct the DOE field planning and execution of an AMS deployment. DOE 5530.4 9-20-91 i. j. (5) (6) (7) 5 (and 6) Coordinate with DP-20, any intra- or inter-agency AMS liaison activities, and the presentation and briefings OF the resultant findings of AMS activities. Activate, deploy, and deactivate AMS elements as directed by the Director, OEMT/DP-20. Deployed AMS emergency response elements will be under the direction of a DOE Energy Senior Official or equivalent. Manage the AMS research and development program. Unless another individual is designated, the responsibility is that of the procurement request originator. Procurement Request Originators or such other individual(s) as designated by the cognizant head of Headquarters Element or DOE field organization shall bring to the attention of the cognizant contracting officer the following: (1) each procurement requiring the application of this Directive; (2) requirements for flowdown of provisions of this Directive to any subcontract or subaward, and (3) identification of the paragraphs or other portions of this Directive with which the awardee, or, if different, a subawardee, is to comply. Contracting Officers, based on advice received from the procurement request originator or other designated individual, shall apply applicable provisions of this Directive to awards falling within its scope. For awards, other than management and operating contracts, this shall be by incorporation or reference using explicit language in a contractual action, usually bilateral.
