DOE 4210.1C 5-18-92 U.S. Department of Energy ORDER Washington, D.C. D O E 4 2 1 0 . 1 C 5-18-92 SUBJECT: DESIGNATION OF SOURCE SELECTION OFFICIALS 1. PURPOSE. To designate certain Departmental officers as source selection officials with authority to make source selection decisions on Source Evaluation Board findings and Architect-Engineer Evaluation Board recommendations with a potential award value in excess of $10 million. 2. CANCELLATION. DOE 4210.16, DESIGNATION OF SOURCE SELECTION OFFICIALS, of 7-11-86. 3. REFERENCES. a. Title 48, Code of Federal Regulations (CFR), Chapter 9, Department of Energy Acquisition Regulation, Part 915.6, “Source Selection,” which authorizes the Source Evaluation Board process, and Part 936.602-2, “Evaluation-Boards,” which provides for source selection authority for Architect-Engineer services. b. DOE/MA-0154, “Acquisition Regulations Handbook-Source Evaluation Board,” which provides guidance on conducting a Source Evaluation Board. 4. POLICY. The source selection official shall be determined on the basis “ of the aggregate of expected award values, plus costs shared by the performer and/or other parties, together with later phases of the same project. 5. DESIGNATIONS. a. Contracts. Cooperative Agreements. and Architect-Engineer selections in Excess of $50 Million. The source selection official shall be the Secretary, Deputy Secretary, or Under ‘Secretary. This designation may be delegated in writing, on a case-by-case basis. b. Contracts, Cooperative Agreements. and Architect-Engineer Selections From $1O Million Through $50 Million . The source selection official shall be the Assistant Secretary, or equivalent, for actions primarily under their respective cognizance. This designation may be delegated in writing, on a case-by-case basis, with the approval of the Secretary, Deputy Secretary, or Under Secretary. Cooperatives Agreements. and Architect-Engineer Selections Less Than $1O Million. The selection official shall be the head of procuring activity or the contracting officer, as appropriate, unless otherwise approved by the Director of Procurement, Assistance, and Program Management. 6. RESPONSIBILITIES. Source selection officials are responsible for designating Source Evaluation Boards and Architect-Engineer Evaluation Boards. Source selection officials are also responsible for making a selection decision following the presentation of findings by the Source Evaluation Boards and recommendations by Architect-Engineer Evaluation Boards. 7. DELEGATIONS. Requests for delegations of the Secretarial Officer’s source selection official authority shall be forwarded to the Source Evaluation Board Secretariat (PR-132) and reviewed by the Director of Procurement, Assistance and Program Management, prior to approval consideration by the Secretary, Deputy Secretary, or Under Secretary.
