DOE N 5480.3 3-9-88 EXPIRES: 3-9-89 suasect: SAFETY REQUIREMENTS FOR THE PACKAGING AND TRANSPORTATION OF HAZARDOUS MATERIALS, HAZARDOUS SUBSTANCES, AND HAZARDOUS WASTES 1. PURPOSE. To provide interim changes to safety requirements for the packaging and transportation of hazardous materials, hazardous substances, and hazardous wastes. 2. REFERENCES. a. DOE 1540.2, HAZARDOUS MATERIAL PACKAGING FOR TRANSPORT-ADMINISTRATIVE PROCEDURES, of 9-30-86, which withdrew certification authority from the field and established a centralized certification authority in Headquarters. b. DOE 5480.3, SAFETY REQUIREMENTS FOR THE PACKAGING AND TRANSPORTATION OF HAZARDOUS MATERIALS, HAZARDOUS SUBSTANCES, AND HAZARDOUS WASTES, of 7-9-85, which establishes the subject requirments for the Department. c. Title 10 CFR 71, Packaging of Radioactive Material for Transport, which incorporates standards adopted by the U.S. from the 1973 International Atomic Energy Agency (IAEA) standards. 3. SCOPE. The provisions of this Notice apply to all Departmental Elements and contractors performing work for the Department as provided by law and/or contract and as implemented by the appropriate contracting officer. 4, INTERIM DIRECTION. DOE 5480.3 is at present inconsistent with DOE 1540.2 and with 1O CFR 71. Primarily: a. DOE 5480.3 states that Heads of Field Organizations may approve Type B containers for radioactive material shipments, and may issue Certificates of Compliance. This authority has been superseded by DOE 1540.2 which withdrew certification authority from the field and established a centralized certification authority in Headquarters. b. DO£ 5480.3 requires compliance with 10 CFR 71 (NRC requirements for Type B containers); however, the Order does not quote the current contents of 10 CFR 71. 5, INTERIM CHANGES. DOE 5480.3 is being revised to take into account these inconsistencies, as well as other changes. Until this process is completed, the latest version of 10 CFR 71 shall be used as the DOE Ss Sees DISTRIBUTION: INITIATED BY: All Departmental Elements Assistant Secretary for Environment, Safety, and Health 2 DOE N 5480.3 N 3-9-88 requirement. The major differences between 10 CFR 71 in the present DOE 5480.3 and the current version issued by NRC are listed below: a. Page 3, Paragraph 5k. Change to read: "Package. Packaging with radioactive contents as presented for transport." b. Page 4, Paragraph 5n. Add the words “and 10 CFR 71.75 and 71.77" to the end of the definition. c. Page 5, Paragraph 6c(1). Change to read: "Request Director of Security Evaluations (DP-4) certification or renewal of certification, when required for radioactive material packages that meet the standards of this Order, and that are to be used for the fissile or other radioactive materials in greater than type A quantities." d. Page 5, Paragraph 6c(2). Change to read: "Submit Safety Analysis Reports for packaging in accordance with DOE 1540.2." e. Page 8, Package Standards. Delete paragraphs 8a(1), 8a(2), and 8a(4). Add new paragraph 8a: “a. Structural Standards for Type A Packaging. Packaging used to shin a quantity of radioactive material of Jess than Aj and Az values for radionuclides shall be designed and constructed in compliance witn the requirements of 49 CFR 173, Subpart I. Change paragraph 8a{3) to 8a(1) and retain the paragraph as written beginning "Excluded from the standards. 2 f. Page 9, Paragraph 8b, Structural Standards for Type B Packaging. Delete everything except the first sentence. q. Page 9, Paragraph 8c, Criticality Standards for Fissile Material Packages. Add: “Type A and Type B packages used to ship fissile materials shal] be evaluated against the requirements contained in 49 CFR 173, Subpart I and 10 CFR 71 respectively". Delete: paragraphs 8c(1), (2), and (3). h. Pages 10, 11, and 12. Delete everything in paragraphs 8c, 8d, 8e, and 8f. i. Page 13. Delete first paragraph, 8g beginning "g.
