DISTRIBUTION: INITIATED BY: All Department Elements Office of Safeguards and Security U.S. Department of Energy NOTICE Washington, D.C. SUBJECT: EXPLOSIVE DETECTION PROGRAM 1. OBJECTIVE. To standardize and accelerate implementation of the Department of Energy (DOE) explosive detection program. 2. CANCELLATION. None 3. APPLICABILITY. a. General. The requirements in this Notice apply to DOE, including the National Nuclear Security Administration, and DOE contractor facilities and operations, on DOE-owned or -leased property. b. Contractors. Attachment 1 contains the Contractor Requirements Document (CRD). The requirements in the CRD apply to the extent set forth in a contract. c. Exclusions. Consistent with the responsibilities identified in Executive Order 12344, the Deputy Administrator for Naval Reactors will determine the applicability of this Notice for activities and facilities under his control. 4. REQUIREMENTS. DOE O 470.1, SAFEGUARDS AND SECURITY PROGRAM, dated 9-28-95, requires that DOE facilities and personnel be protected from activities undertaken by inside and/or outside adversaries using a variety of available weapons, including explosives. DOE M 5632.1C-1, MANUAL FOR PROTECTION AND CONTROL OF SAFEGUARDS AND SECURITY INTERESTS, dated 7-15-94, establishes DOE requirements for entry point screening, including screening for explosives. Those requirements remain in effect. The following are intended to clarify and expand on the requirements already established by DOE M 5632.1C-1. a. PA and MAA Screening. All personnel, vehicles, packages, and cargo must be screened for explosives prior to entering either a protected area (PA) or materials access areas (MAAs). A second screening at the MAA is not required when a thorough screening for explosives is conducted at the PA perimeter entry control point and when no bypass paths exists. The screening must be able to detect the spectrum of common explosives that are known to be available, e.g., dynamite, Semtex, cyclotrimethylenetrinitramine (RDX), pentaerythritol tetranitrate (PETN), trinitrotoluene (TNT). 1. Technologies/methodologies contained in the Chapter 10 of the Sandia National Laboratories Explosive Protection Technology Transfer Manual must be used to supplement the screening process at MAA and PA boundaries. Security Area Screening. Criteria for screening of DOE and contractor personnel, packages, and vehicles at security areas will be established by the local authority for safeguards and security. c. Analysis of explosives-related vulnerabilities. Notwithstanding the implementation of the methodologies prescribed in this section, sites must analyze the potential impact of adversary action involving the use of explosives and, where indicated, mitigate this impact by implementing appropriate security and /or emergency response measures. 5. RESPONSIBILITIES. a. Heads of DOE Elements and National Nuclear Security Administration, Chief of Defense Nuclear Security. 1. DOE and NNSA organizations that do not currently meet the requirements set forth in this Notice must submit an implementation plan to their respective Program Secretarial Office, or the Office of Security Support for NNSA sites for approval, and to the Director, Office of Security and Emergency Operations for coordination, no later than 90 days from the date of this notice, identifying the equipment, resources, and other operating cost of implementing these requirements.

2. Will ensure execution of the explosive detection implementation plan at their cognizant facilities. b. Director, Office of Security and Emergency Operations. Reviews and coordinates in the implementation plan for those facilities not meeting current Departmental requirements contained in Paragraph 4. 6. RESOURCES. Funding to carry out the responsibilities of this Notice will be allocated by the Program Offices from the direct funded security budget. 7. CONTACT. All DOE facilities and personnel must be protected from activities undertaken by both inside and outside adversaries using a variety of available weapons, including explosives, see DOE O 470.1, Safeguards And Security Program, dated 9-28-95. DOE requirements for entry point screening, including explosives, must be implemented, see DOE M 5632.1C-1, Manual for Protection and Control of Safeguards and Security Interests, dated 7-15-94. Those requirements remain in effect. The following are intended to clarify and expand on the requirements already established by DOE M 5632.1C-1.
