SUBJECT: CARRYING SEMIAUTOMATIC PISTOLS WITH A ROUND IN THE CHAMBER 1. OBJECTIVE. To set forth requirements for Department of Energy (DOE) security police officers who must carry a round in the chamber of the semiautomatic pistols that are issued to them. 2. CANCELLATION. None. 3. APPLICABILITY. a. The requirements in this Notice apply to DOE and DOE contractors with security police officers who carry semiautomatic pistols. Attachment 1 contains the contractor requirements document (CRD). The requirements in the CRD apply to the extent set forth in a contract. b. Consistent with the responsibilities identified in Executive Order 12344, the Director of the Naval Nuclear Propulsion Program will determine the applicability of this Notice for activities and facilities under his control. 4. REQUIREMENTS. a. All DOE Elements must establish a training program for carrying a round in the chamber of semiautomatic pistols. As a minimum, the training must include the following elements: • loading and chambering a round; • manipulating safety/decocking features on currently issued single and double action semiautomatic pistols; • unloading; • conducting a press check; and • a performance test(s) for manipulation skills involving the above areas. Standard operating procedures for the above activities must also be developed and implemented. CANCELE D 2 DOE N 473.1 10-28-99 b. This required training program must be established no more than 90 days from the date of this Notice. c. The required training shall not affect current firearms training and qualification cycles. d. All DOE and DOE contractor security police officers must complete the training program required in Paragraph 4a of this Notice before carrying semiautomatic pistols with a round in the chamber. e. Upon completing the training required in Paragraph 4a, all security police officers who must carry a semiautomatic pistol for self defense, the defense of others, and the defense of site security interests must carry a round in the chamber of the semiautomatic pistols that are issued to them. 5. RESPONSIBILITIES. a. All DOE Elements. Ensure that a training program addressing the requirement in Paragraph 4a of this Notice is established for local security police officers. b. Cognizant Local Safeguards and Security Authority. Approve the training program required by Paragraph 4a of this Notice. c. DOE Central Training Academy. Also develop and implement standard operating procedures for the above activities. 2. Establish the required training no more than 90 days from the date of this Notice. 3. Ensure that the required training does not affect current firearms training and qualification activities, which address requirements for loading, reloading, unloading, and application of safety/decocking features with a round in the chamber. 4. Ensure that all contractor security police officers must complete the training program required in Paragraph 1 of this contractor requirements document. 5. Upon completing the training required in Paragraph 1, all security police officers who must carry a semiautomatic pistol for self defense, the defense of others, and the defense of site security interests must carry a round in the chamber of the semiautomatic pistols that are issued to them.
