SUBJECT: DOE N 251.8, CANCELLATION OF DIRECTIVE
DISCUSSION: The proposed Notice cancels one Orders belonging to
the Office of General Counsel. This Order has been
canceled for the reasons that it provides guidance
that should not have been incorporated in a
Departmental directive and is obsolete in that it does
not reflect subsequent related Executive orders and
the enactment of the Unfunded Mandates Act of 1995.
RECOMMENDATION: That you approve DOE N 251.8, CANCELLATION OF
DIRECTIVE, for publication by your signature below.

Attached is a listing of one canceled directive, effective immediately. This
is a continuing effort in the ongoing initiative to reduce the burden and
volume of internal regulations.
The Department of Energy (DOE) is in the process of streamlining the
directives system. The Office of General Counsel reviewed the subject Order
indicated that it was no longer necessary because it provides guidance that
should not have been incorporated in a Departmental directive and it is
obsolete in that it does not reflect subsequent related Executive orders and
the enactment of the Unfunded Mandates Act of 1995. Adequate internal and
external structures are in place to ensure adequate compliance. Therefore,
this Order is deemed unnecessary and redundant and is hereby canceled.
