SUBJECT: CONNECTIVITY TO NATIONAL ATMOSPHERIC RELEASE ADVISORY
CENTER (NARAC)
1. OBJECTIVES.
a. To establish appropriate requirements for connectivity with the National
Atmospheric Release Advisory Center (NARAC) at Lawrence Livermore
National Laboratory as necessary for all Department of Energy (DOE) and
National Nuclear Security Administration (NNSA) sites and facilities that have
the potential for a Site Area or General Emergency from the atmospheric release
of hazardous materials.
b. To ensure that local site or NARAC response products (e.g., plume path, dose,
and deposition maps) generated during emergency events are available in a timely
manner to—
(1) DOE Headquarters;
(2) DOE/NNSA sites and facilities;
(3) State, tribal, and local Governments; and
(4) other Federal agencies.
c. To ensure that the Department provides appropriate and consistent consequence
assessment information to the affected community and other stakeholders during
a General Emergency.
d. To promote efficient use of consequence assessment resources for response to
General Emergencies at DOE/NNSA sites, facilities, and operations and for
planning response to General Emergencies.
2. CANCELLATION. None.
3. APPLICABILITY.
a. DOE Elements. This Notice applies to all DOE/NNSA sites/facilities having a

hazard assessment that demonstrates a potential for atmospheric release of
hazardous materials sufficient to generate either a declaration of a Site Area
Emergency or a General Emergency. (See DOE O 151.1A, Comprehensive
Emergency Management System, dated 11-1-00, for descriptions of emergency
levels.)
b. Site/Facility Management Contracts.
(1) The Contractor Requirements Document (CRD), Attachment 1, sets forth
requirements of this Notice that will apply to site/facility management
contracts that include the CRD.
(2) This CRD must be included in facility management contracts for
sites/facilities that have been determined through performance of a hazard
assessment under DOE O 151.1A to have a potential for an atmospheric
release of hazardous materials that may adversely impact the health and
safety of persons and the environment on-site outside the facility (i.e., Site
Area Emergency) or off-site (i.e., General Emergency).
(3) This Notice does not automatically apply to other than site/facility
management contracts. Any application of requirements of this Notice to
other than site/facility management contracts will be communicated
separately from this Notice.
(4) Each DOE/NNSA contractor responsible for a site or facility with
potential for hazardous materials release at levels that require Site Area
Emergency or General Emergency response is responsible for notifying
the contracting officer. Once notified, the contracting officer is
responsible for incorporating the CRD into the appropriate site/facility
management contract via the laws, regulations, and DOE directives clause
of the contract.

(5) As the laws, regulations, and DOE directives clause of a site/facility
management contract states, regardless of the performer of the work, the
site/facility management contractor with the CRD incorporated into its
contract is responsible for compliance with the requirements of the CRD.
An affected site/facility management contractor is responsible for flowing
down the requirements of this CRD to subcontracts at any tier to the
extent necessary to ensure the site/facility management contractor’s
compliance with the requirements. In doing so, the contractor shall not
unnecessarily or imprudently flow down requirements to subcontracts.
That is, the contractor shall both (1) ensure that it and its subcontractors
comply with the requirements of this CRD to the extent necessary to
ensure the contractor’s compliance, and (2) only incur costs that would be
incurred by a prudent person in the conduct of competitive business.

c. Exclusions. None.
4. REQUIREMENTS.
a. To improve real-time consequence assessment capabilities for DOE/NNSA
sites/facilities during emergencies, NARAC support must be available for use at
all DOE/NNSA sites/facilities with a hazard assessment that demonstrates a
potential for atmospheric release of hazardous materials sufficient to generate
declaration of a General Emergency. (See DOE O 151.1A, Comprehensive
Emergency Management System, dated 11-1-00, for descriptions of emergency
levels.)
b. To avoid unnecessary duplication of effort at DOE/NNSA sites/facilities,
NARAC capability can be used as—
(1) primary source of consequence assessment information,
(2) backup to a primary source of consequence assessment,
(3) primary source for consequence assessment at distances beyond the scope
of local consequence assessment capability, or
(4) source for corroborating or confirming consequence assessment
information.
c. The intent is not to eliminate an existing site/facility system but to merge systems
(electronically) to ensure that the desired corroborating/confirming, backup, or
primary consequence assessment mode capability is available.
(1) Each DOE/NNSA site/facility for which a hazard assessment performed in
accordance with DOE O 151.1A demonstrates a potential for atmospheric
release of hazardous materials sufficient to constitute a General
Emergency must have connectivity that allows effective use of NARAC as
part of real-time consequence assessment, in either primary, backup, or
corroborating mode, at the facility management contractor’s discretion.
This connectivity will be tested on a quarterly basis.
(2) Each DOE/NNSA site/facility for which a hazard assessment performed in
accordance with DOE O 151.1A demonstrates a potential for atmospheric
release of hazardous materials sufficient to constitute a Site Area
Emergency but not a General Emergency must, at a minimum, have
procedures in place to activate or request connectivity to NARAC
capabilities. This capability will be tested on an annual basis.
(3) All DOE/NNSA sites/facilities described in paragraphs (1) and (2) above,
must ensure that site/facility meteorological data and information on

source terms for actual or potential releases of hazardous materials to the
atmosphere are available or can be made available to NARAC in a timely
manner to facilitate real-time computation.

5. RESPONSIBILITIES. The Director, Office of Emergency Operations, provides overall
direction for the DOE Emergency Management System. Responsibilities include—
a. managing and developing consequence assessment capabilities for emergency
events,
b. providing programmatic direction, and
c. providing resources for the development, maintenance, and operation of NARAC.

Regardless of the performer of the work, contractor is responsible for compliance with the
requirements of the Contractor Requirements Document CRD. The contractor is responsible for
flowing down the requirements of the CRD to subcontracts at any tier to the extent necessary to
ensure the contractors’ compliance with the requirements. In doing so, the contractor will not
unnecessarily or imprudently flow down requirements to subcontractors. That is, the contractor
will both (1) ensure that it and its subcontractors comply with requirements of this CRD and (2)
only incur costs that would be incurred by a prudent person in the conduct of competitive
business.
1. Contractor may use the National Atmospheric Release Advisory Center (NARAC) as a
primary source of consequence assessment information, as a backup to a primary source
of consequence assessment, and/or as a source of corroborating or confirming
consequence assessment information.
2. Contractor must establish connectivity with NARAC as follows.
a. If Contractor’s sites/facilities have been determined through a hazard assessment
conducted pursuant to DOE O 151.1A to have a potential for a General
Emergency from the atmospheric release of materials, Contractor must have
access to and procedures in place to use effectively the NARAC capability as part
of the facility’s real-time primary, backup, or corroboratory consequence
assessment. Connectivity to NARAC shall be tested on a quarterly basis with
results reported to the Contracting Officer.
b. If Contractor’s sites and facilities have been determined through a hazard
assessment conducted pursuant to DOE O 151.1A to have a potential for a Site
Area Emergency from the atmospheric release of materials, but not a General
Emergency, Contractor must, at a minimum, have procedures in place to activate
or request NARAC capabilities as the primary, backup, or corroboratory data
resource for the site/facility. The capability shall be tested on an annual basis,
with results reported to the Contracting Officer.
c. Contractors must ensure that site/facility meteorological data and information on
source terms for actual or potential releases of hazardous materials to the
atmosphere are available or can be made available to NARAC in a timely manner
to facilitate real-time computations.
