SUBJECT: CONNECTIVITY TO ATMOSPHERIC RELEASE ADVISORY CAPABILITY
1. OBJECTIVES.
a. To establish appropriate Department of Energy (DOE) and National Nuclear Security
Administration (NNSA) ARAC connectivity requirements for all DOE sites and
facilities that have the potential for releasing hazardous materials sufficient to generate
certain emergency declarations to receive support from the Atmospheric Release
Advisory Capability (ARAC) at Lawrence Livermore National Laboratory.
b. To ensure that local site or ARAC response products (e.g., plume path maps, dose
maps, deposition maps generated during emergency events are available in a timely
manner to: DOE Headquarters; DOE sites and facilities and their respective State,
Tribal, and local Governments; and, other Federal agencies.
c. To ensure that the Department provides appropriate and consistent consequence
assessment information to affected and other stakeholder parties during emergency
events.
d. To promote efficient use of resources for consequence assessment activities at DOE
sites, facilities, operations, and activities in planning for and responding to emergency
events.

3. APPLICABILITY.
a. DOE Elements. This Notice applies to all DOE elements.
b. Contractors. The Contractor Requirements Document (CRD, Attachment 1) applies to
the universe of contractors awarded DOE or NNSA procurement contracts involving
facilities and activities owned or leased by DOE or NNSA. Contractor compliance
with the CRD will be required to the extent set forth in the contract.

4. EXEMPTIONS.
Requests for exemptions from the requirements of this Notice shall document the basis for each
exemption and shall establish and justify alternatives equivalent to, or exceeding, this Notice.
Requests for exemptions are jointly by the Secretarial Officer and the Director of Emergency
Operations, with conflicts resolved by the Deputy Secretary or designated Chief Operating
Officer for the Department. Requests for exemptions must be submitted from the Field Element
Manager to the appropriate Secretarial Officer(s) and the Director of Emergency Operations.
5. REQUIREMENTS.
a. To improve real-time consequence assessment capabilities for DOE sites and facilities
during emergency events, ARAC capability must be available in the site/facility selected
mode for use at all DOE or NNSA sites and facilities with the potential for releasing
hazardous materials sufficient to generate declaration of a General Emergency in
accordance with the criteria described DOE O 151.1A, COMPREHENSIVE
EMERGENCY MANAGEMENT SYSTEM.
b. To avoid unnecessary duplication at DOE or NNSA sites/facilities, ARAC capability
can be used in different modes: primary source of consequence assessment information,
backup to a primary source of consequence assessment, primary source of
consequence assessment at distances beyond the scope of local consequence
assessment capability, or source of corroborating or confirming consequence
assessment information The intent is not to eliminate an existing system, but to merge
systems (electronically) to provide the desired corroborating/ confirming, backup, or
primary consequence assessment mode capability. When a site system is down due to
site emergencies, etc., alternative ARAC capability can be used to provide
consequence assessment information provided that it also is not down.
Section 2
(1) All DOE or NNSA sites and facilities with the potential for a General
Emergency must have connectivity to ARAC capabilities, with procedures to
effectively use the ARAC capability as part of real-time consequence
assessment activities for the mode (primary, backup, corroborating) selected by
the site/facility.
(2) All DOE or NNSA sites and facilities with the potential for a Site Area
Emergency must have procedures in place to activate or request ARAC
capabilities, and must be able to use those capabilities as part of real-time
consequence assessment activities, in the event the consequence of the
emergency reaches a General Emergency and the site capability of
consequence assessment is down due to site emergencies, or technical
difficulties.

(3) All DOE or NNSA sites/facilities that have access to ARAC or that have
procedures in place to activate or request ARAC capabilities must ensure
that site/facility meteorological data and information on source terms for
actual or potential releases of hazardous materials to the atmosphere can
be made available to ARAC in a timely manner to facilitate real-time
computations.
6. RESPONSIBILITIES
The Director, Office of Emergency Operations, provides overall direction for the DOE
Emergency Management System. This includes managing and developing consequence
assessment capabilities for emergency events, providing programmatic direction, and
providing resources for the development, maintenance, and operation of ARAC.

Contractors at Department of Energy (DOE) or National Nuclear Security Administration (NNSA)
sites/facilities may use the Atmospheric Release Advisory Capability (ARAC) as a primary source of
consequence assessment information, as a backup to a primary source of consequence assessment,
and/or as a source of corroborating or confirming consequence assessment information Contractors at
DOE or NNSA sites/facilities must establish connectivity with ARAC as follows.
1. All DOE or NNSA sites and facilities with the potential for a General Emergency must have
access to and procedures available to effectively use the ARAC capability as part of real-time
consequence assessment activities as the primary, backup, or corroboratory capability selected
by the site/facility.
2. All DOE or NNSA sites and facilities with the potential for a Site Area Emergency must have
procedures in place to activate or request ARAC capabilities as the primary, backup, or
corroboratory capability selected by the site/facility.
3. All DOE or NNSA sites/facilities that have access to ARAC or that have procedures in place
to activate or request ARAC capabilities must ensure that site/facility meteorological data and
information on source terms for actual or potential releases of hazardous materials to the
atmosphere can be made available to ARAC in a timely manner to facilitate real-time
computations.
