DATE: January 8, 1999 FROM: HOWARD LANDON DIRECTIVES MANAGEMENT TEAM, MA-41 TO: DIRECTIVES POINTS OF CONTACT SUBJECT: ADVANCE NOTICE OF DIRECTIVE FOR DOE M 452.4-X, PROTECTION OF USE CONTROL, VULNERABILITIES AND DESIGNS The subject advance Notice, developed by the Office of Defense Programs, is attached. It provides a description of the proposed Manual. Due to the limited applicability, coordination of the proposed Manual will be limited to the Assistant Secretary for Defense Programs (DP), Office of Security Affairs (NN), Office of the General Counsel (GC), the Defense Nuclear Facilities Safety Board (DNFSB) Liaison Office, Albuquerque Operations Office, Nevada Operations Office, Oak Ridge Operations Office, Oakland Operations Office, Los Alamos National Laboratory, Lawrence Livermore National Laboratory, and Sandia National Laboratories. This advance Notice is for informational purposes only. The draft Manual is anticipated to be released for coordination in early February 1999. Attachment CANCELE D ADVANCE NOTICE OF DIRECTIVE DOE M 452.4-X, PROTECTION OF USE CONTROL, VULNERABILITIES AND DESIGNS 1. PURPOSE OF PROPOSED DIRECTIVE. To formalize a general process for controlling access to sensitive use control design and vulnerability weapon data that involves a) Sigma 15, the design and function of nuclear weapon use control systems, features, and their components; and b) Sigma 14, the vulnerability of nuclear weapons to deliberate unauthorized nuclear detonation. The Manual will supplement DOE O 452.4, SECURITY AND CONTROL OF NUCLEAR EXPLOSIVES AND NUCLEAR WEAPONS, which establishes DOE requirements and responsibilities to prevent the deliberate unauthorized use of U.S. nuclear explosives and U.S. nuclear weapons. In addition, this Manual will incorporate requirements contained in a memorandum approved by the Deputy Assistant Secretary of Military Applications and Stockpile Management dated January 24, 1997. 2. APPLICABILITY. The Manual will apply to all Departmental elements and contractors with access to classified Sigma 14 and Sigma 15 weapon data. Coordination of this proposed Manual will be limited to the Assistant Secretary for Defense Programs (DP), Office of Security Affairs (NN), Office of the General Counsel (GC), the Defense Nuclear Facilities Safety Board (DNFSB) Liaison Office, Albuquerque Operations Office, Nevada Operations Office, Oak Ridge Operations Office, Oakland Operations Office, Los Alamos National Laboratory, Lawrence Livermore National Laboratory, and Sandia National Laboratories. 3.
