SUBJECT: DIRECTIVES POINTS OF CONTACT
ORDER
DOE 1321.2C
11-19-91
1. PURPOSE. To transmit a listing of Directives Points of Contact (DPC}, for
Headquarters and field organizations responsible for developing and
coordinating directives issued in accordance with the Departmental
directives system.
2. CANCELLATION. DOE 1321.26, DIRECTIVES POINTS OF CONTACT, of 11-2-90.
3. REFERENCE. DOE 1321.16, DEPARTMENTAL DIRECTIVES SYSTEM, OF 4-7-83, which
prescr1bes the uniform directives issuance system.
4. RESPONSIBILITIES. Responsibilities for DPC•s are outlined in Chapter VI
of DOE 1321.1B, and include the following:
a. Controlling coordination to assure that deadline dates for response
are met, or that extensions are requested prior to the deadline date,
and to assure that consolidated responses are submitted.
b. Attending meetings held in an effort to resolve nonconcurrences
submitted by their organization, and assuring that either they have
the authority to make a decision on the resolution of the issue, or
arranging for an official with that authority to be in attendance.
c. Providing procedural advice to staff members developing or maintaining
directives, and assuring that staff members are aware of new policies
and procedures as they are published.
d. Reviewing all proposed directives, prior to forwarding to the
Departmental Directives Control Point (AD-122), to assure that:
(1) there are no procedural, formatting, spelling, or punctuation
errors; (2) the transmittal correspondence includes all necessary
information; (3) all background information and the appropriate number
of copies are included; and (4} changes to existing directives that
are being revised are highlighted on an additional copy.
e. Assuring that proposed directives are returned to the Departmental
Directives Control Point for action before the deadlines discussed on
page I-4, paragraph 4e.

promptly of any changes, additions, or deletions that should be made
to Attachment 1.
