SUBIECT: Directives Certification Statement
Department of Energy (DOE) Guide (G) 414.1-4, Safety Software Guide for Use with 10 CFR 830,
Subpart A, Quality Assurance Requirements, and DOE Order (O) 414.1C, Quality Assurance,
dated 06-17-05, has been reviewed by my organization and is deemed to be in compliance with
related Departmental Directives, Secretarial Delegations, organizational structure, budget
guidelines, regulations, standards, OMB guidance, relevant memoranda of understanding and
public laws.
In addition, this directive is not found to cause undue burden (i.e., significant cost impacts,
overly prescriptive, redundancy, or excessive reporting requirements) on Departmental
elements and contractors.
This certification was reviewed by the Executive Steering Committee for the Quality Assurance
(QA) Directives reform and found to be appropriate and necessary. The directive provides the
Department with non-mandatory approaches for implementing the safety software quality
assurance (SSQA) requirements of DOE O 414.1C, which supplement the QA Program
requirements of Title 10 Code of Federal Regulations (CFR) 830, Subpart A, Quality Assurance,
for DOE nuclear facilities and activities. The information contained in the Guide is specific to
DOE SSQA requirements which are necessary to implement effective QA of safety software to
achieve safe operations of a nuclear facility. The Defense Nuclear Facilities Safety Board staff
have also been apprised of the Department's decision regarding the certification of this
directive.
