National Nuclear Security Administration DELEGATION OF PROJECT MANAGEMENT EXECUTIVE AUTHORITY UNDER DEPARTMENT OF ENERGY ORDER 413.3B TO THE DEPUTY ADMINISTRATOR FOR DEFENSE PROGRAMS 1. DELEGATION. Pursuant to the authority vested inme as Administrator of the National Nuclear Security Administration (NNSA) and Under Secretary for Nuclear Security pursuant to Section 3212 of the NNSA Act (50 U.S.C. 2402) and Department of Energy Order 413.3B, Program and Project Management.for the Acquisition of Capital Assets (DOE O 413.3B), I hereby designate the NNSA Deputy Administrator for Defense Programs as the Project Management Executive (PME) for the High Perf01mance Computing Innovation Center (HPCIC) and the Collaboration in Research and Engineering for Advanced Technology and Education (CREATE) in the Livermore Valley Open Campus. Except as specifically reserved exclusively for the Under Secretary for Nuclear Security/Administrator, NNSA or the Secretary or Deputy Secretary of Energy, the PME is vested with the authority described in DOE O 413.3B relating to the project management aspects of HPCIC and CREATE, including but not limited to, Energy Systems Acquisition Advisory Board equivalents, Critical Decisions, and Quarterly Project Reviews. 2. RESCISSION. All PME delegations previously issued for this project are hereby rescinded. 3. LIMITATION. 4. 3 .1 In exercising the authority delegated in this Order, the delegate shall be govemed by the rules and regulations of the Department of Energy, the NNSA, and the policies and procedures prescribed by the Secretary and Under Secretary for Nuclear Security/Administrator, NNSA. 3.2 Nothing in this Order precludes the Under Secretary for Nuclear Security/Administrator, NNSA from exercising any of the authority delegated by this Order. 3.3 Nothing in this Order shall be construed to supersede or othe1wise interfere with the authorities provided to the Under Secretary for Nuclear Security/ Administrator, NNSA by law or delegation. 3.4 Any amendments to this Order shall be made in consultation with the NNSA General Counsel. AUTHORITY TO REDELEGATE. The PME authority as stated in this delegation may not be redelegated. 5. DURATION AND EFFECTIVE DATE. 5.1 All actions pursuant to any authority delegated prior to this Order or any authority delegated by this Order taken prior to and in effect on the date of this Order are ratified and remain in force as if taken under this Order, unless or until rescinded, amended or superseded.
