DEPARTMENT OF ENERGY DESIGNATION ORDER NO. 00-14.00A TO THE DIRECTOR, OFFICE OF MANAGEMENT 1. DESIGNATION. Under the authority vested in me as Deputy Secretary of Energy and pursuant to Executive Order 13392, Improving Agency Disclosure of Information, the Director, Office of Management, is hereby designated the Department of Energy's (DOE) Chief Freedom of Information Act (FOIA) Officer, as that title and its responsibilities are described/required by the Executive Order. Her responsibilities in this capacity include: 1.1 Having Department-wide responsibility for ensuring efficient and appropriate compliance with FOIA. 1.2 Monitoring FOIA implementation throughout the Department, including through the use of public meetings. 1.3 Recommending to the Secretary adjustments to agency practices, policies, personnel, and funding necessary to carry out the policies of the Executive Order. 1.4 Facilitating public understanding of the purposes of FOIA and its statutory exemptions to mandatory disclosure 2. RECISSION. DOE Designation Order 00-14.00 is hereby rescinded. 3. LIMITATION. 3.1 This designation covers all parts of DOE, except the Federal Energy Regulatory Commission. 3.2 Nothing in this Order shall be construed to supersede or otherwise interfere with the authorities provided to the Administrator for Nuclear Security by law or delegation. Furthermore, nothing herein constitutes authority to exercise authority, direction, or control of an employee of the National Nuclear Security Administration or its contractors. 3.3 In exercising the designated authority in this Order, the designee shall be governed by the rules and regulations of DOE and the policies and procedures prescribed by the Secretary of Energy or Deputy Secretary of Energy. 3.4 Nothing in this Order precludes the Secretary or Deputy Secretary from exercising any of the authority delegated by this Order. 4. DURATION AND EFFECTIVE DATE. 5.1 All actions by the designee pursuant to any authority provided prior to this Order or pursuant to any authority granted by this Order taken prior to and in effect on the date of this Order are ratified and remain in force as if taken under this Order, unless or until rescinded, amended or superseded. 5.2 A copy of this Designation Order shall be provided to DO E's Office of Management, which manages the Secretarial Delegations of Authority System. 5.3 This Designation Order is effective ------ a~~ Dan Brouillette Deputy Secretary of Energy
