SUBJECT: Designation of Program Management Improvement Officer for
the Department of Energy
On December 14, 2016, the Program Management Improvement Accountability Act was
signed into law. This important initiative aims to improve program management within
the Federal Government, requires Government-wide standards and policies for program
management, and establishes a new interagency council to improve program management
practices among Federal agencies.
The Act requires the designation of agency Program Management Improvement Officers
(PMIO) to implement program management policies established by the Depaitment and
develop strategies to enhance the role of program management and managers.
Additionally, the Act requires that PMIOs coordinate annual po1tfolio reviews of
programs to identify and disseminate best practices and lessons lemned, and ensure major
programs are being managed effectively.
In 2018, Bill Eckroade was appointed PMIO for the Department. With his recent
reassignment to another position, I have designated James M. Owendoff, the
Depa1tment's Chief Risk Officer, to also serve as the PMIO. Please provide Jim with
