DEPARTMENT OF ENERGY
DELEGATION ORDER NO. S1-DEL-CFO-2025
TO THE CHIEF FINANCIAL OFFICER
1. DELEGATION. Under the authority vested in me as Secretary of Energy and pursuant to
section 642 of the Department of Energy Organization Act (Public Law 95-91, 42 U.S.C.
7252), I delegate to the Department of Energy’s Chief Financial Officer authority to take
the following actions:
1.1 Under section 643 of the Department of Energy Organization Act (42 U.S.C.
7253), establish, alter, consolidate, or discontinue such second tier or below
organizational units or components within the Chief Financial Officer’s assigned
programs and organizational elements as the Chief Financial Officer deems to be
necessary or appropriate.
A. In exercising this authority, or as redelegated pursuant thereto, the Chief
Financial Officer will be limited by approved budgets, staffing level
allocations, and Senior Executive Service and other executive resource
position allocations. Organizational changes shall not be announced or
implemented until appropriate union coordination and other prerelease
clearances have been obtained.
B. This authority does not include approval of additions, deletions, or
transfers of mission and functions of or between Departmental
Headquarters or Field Elements, which authority is reserved to the
Secretary.
C. The authority to alter or consolidate second tier or below organizational
elements may be redelegated, in whole or in part, consistent with the
terms of the Department of Energy Organization Act, to an official or
officials one level below the Head of the Departmental Element.
D. The authority to establish or discontinue organizational elements at the
second tier or below may not be redelegated.
1.2 Determine the existence and amount of employee indebtedness and the method
of collecting repayments as provided by 5 U.S.C. 5514.
1.3 Exercise the authority of the Secretary related to the waiver of claims arising out
of erroneous payments of pay or allowances or travel, transportation, or
relocation allowances as provided in 5 U.S.C. 5584.

1.4 Exercise the duties and responsibilities of the Secretary for establishing
procedures on behalf of the Secretary with respect to employee relocation
allowances under 5 U.S.C., chapter 57, and the Federal Travel Regulation.
1.5 Certify vouchers and provide written authorization to Department of Energy
(DOE or Department) employees to certify vouchers as provided in 31 U.S.C.
3325.
1.6 Carry out the responsibilities assigned to the Secretary with regard to the
exchange of funds between the Department and the States (31 U.S.C. 6503) and
the timely disbursement of funds (31 U.S.C. 3335).
1.7 In accordance with the Department of Justice’s Office of Legal Counsel opinion,
Comptroller General’s Authority to Relieve Disbursing and Certifying Officials
From Liability, 15 Op. O.L.C. 80 (1991), grant relief from accountability for losses
or deficiencies of disbursing officers, cashiers, or other accountable officers.
1.8 Process the payment of claims by employees for personal property losses as
provided by 31 U.S.C. 3721.
1.9 Carry out the responsibilities assigned to the Secretary with respect to prompt
payments as provided in 31 U.S.C., chapter 39.
Section 2
1.10 Act as trustee for Department of Energy escrow funds and carry out the
responsibilities assigned to the Secretary for investing excess balances with the
Department of the Treasury in Treasury non-marketable Government account
series securities or with minority financial institutions as provided in the
"Department of Energy - Department of Treasury Agreement on Establishment
of a Deposit Fund Escrow Account for Payments in Regard to Possible or Actual
Violations of Law Enforced by DOE," of April 7, 1980.
1.11 Exercise the responsibilities assigned to the Secretary in 31 U.S.C. 3332(b)(1)
with respect to the granting of waivers of the requirement to receive wage and
salary payments electronically.
1.12 Exercise the responsibilities assigned to the Secretary in 31 U.S.C. 3332(e)(2)
with respect to the granting of waivers of the requirement to make all recipient
payments electronically.
1.13 Act as the Secretary’s designee to review and transmit proposed management
decisions with respect to Inspector General and Government Accountability
Office reports.
1.14 Administer the Working Capital Fund.

1.15 Exercise the responsibilities assigned to the Secretary in 31 U.S.C. 1514 with
respect to the establishment and maintenance of the Department’s system of
administrative control of funds and the issue of allotments.
1.16 Pursuant to section 301(g) of the Energy and Water Development and Related
Agencies Appropriations Act, 2024, division D, title III (Public Law 118-42), or any
similar provisions enacted in prior or subsequent appropriations acts:
A. Make the determination, on a case-by-case basis, that compliance with
the notification requirement in 301(e) and reprogramming limitation in
301(f) of such Act would pose a substantial risk to human health, the
environment, welfare or national security.
B. Notify the Committees on Appropriations of the Senate and House of
Representatives of any such determinations not later than three days
after such reprogramming is made.
1.17 Consistent with the policy process set forth in the Memorandum on the
Rulemaking Process issued to all Departmental elements by the Deputy
Secretary on September 14, 2010, approve and issue all rulemaking and rule
related documents regarding Departmental financial management regulations as
required or authorized by applicable law. For those rules determined to be
administrative/informational or substantive/non-significant, the process
involving the Regulatory Leadership Group described in the Deputy Secretary's
Memorandum dated September 14, 2010, shall not apply and approval of those
rulemakings is delegated to the Chief Financial Officer. The process involving the
Regulatory Leadership Group described in the Deputy Secretary's memorandum
remains in effect for those rules determined to be significant or for which there
is a substantive change in DOE policy required.
2. RESCISSION. Delegation Order No. S1-DEL-CFO-2020 is hereby rescinded.
3. LIMITATION.
3.1 In exercising the authority delegated in this Order, a delegate shall be governed
by the rules and regulations of the Department of Energy and the policies and
procedures prescribed by the Secretary or delegate(s).
3.2 Nothing in this Order precludes the Secretary from exercising any of the
authority delegated by this Order.
3.3 Nothing in this Order shall be construed to supersede or otherwise interfere with
the authorities provided to the Under Secretary for Nuclear Security by law or by
delegation. Furthermore, nothing herein constitutes authority to exercise

authority, direction, or control of an employee of the National Nuclear Security
Administration or its contractors. At the same time, nothing herein constrains
the Chief Financial Officer’s authority under the Chief Financial Officers Act of
1990 to provide policy guidance and oversight of the Department’s financial
management personnel, activities, and operations.
3.4 Any amendments to this Order shall be made in consultation with the
Department of Energy General Counsel.
4. AUTHORITY TO REDELEGATE.
4.1 Except as expressly prohibited by law, regulation, or this Order, the Chief
Financial Officer may delegate this authority further, in whole or in part.
4.2 Copies of redelegations and any subsequent redelegations shall be provided to
the Office of Management, which manages the Secretarial Delegations of
Authority system.
5. DURATION AND EFFECTIVE DATE.
5.1 All actions pursuant to any authority delegated prior to this Order or pursuant to
any authority delegated by this Order taken prior to and in effect on the date of
this Order are ratified and remain in force as if taken under this Order, unless or
until rescinded, amended or superseded.
5.2 This Delegation Order is effective __01/17/2025_____.
