DEPARTMENT OF ENERGY REDELEGATION ORDER NO. 00-002.10-01 OE1-DEL-LAWRENCE-2020 TO CHRISTOPHER LAWRENCE, PROGRAM AND MANAGEMENT ANALYST, TRANSMISSION PERMITTING AND TECHNICAL ASSISTANCE DIVISION (OE-20) 1. DELEGATION. Under the authority vested in me as Assistant Secretary for Electricity and CEIi Coordinator and pursuant to section 642 of the Department of Energy Organization Act (Public Law 95-91, 42 U.S.C. 7252), I delegate to Christopher Lawrence, Program and Management Analyst, Transmission Permitting and Technical Assistance Division (OE- 20), authority to take the following actions as a CEIi Coordinator's designee: 2. 3. 1.1 Coordinate and oversee the implementation of DOE's program for CEIi­ designation authority under paragraph (d) of section 215A of the Federal Power Act, 16 U.S.C. 8240-l(d), designate CEIi, assist all DOE Offices with respect to requests for CEIi designation in determining whether particular information fits within the definition of CEIi, and manage DOE's protection, storage, and sharing of CEIi materials and oversight of the development of CEIi international sharing protocols, as provided in 10 C.F.R. 1004.13. 1.2 Provide a report on the number of CEIi designation requests, approvals, and denials electronically on a monthly basis. RESCISSION. None. LIMITATION. 3.1. In exercising this authority delegated in this Order, the delegate, Christopher Lawrence, shall continue to report to his regular supervisory chain of command. 3.2 In exercising the authority delegated in this Order, the delegate shall be governed by the rules and regulations of the Department of Energy and the policies and procedures prescribed by the Secretary or delegate(s). 3.3 Nothing in this Order precludes the Secretary, the Under Secretary (of Energy), or the Assistant Secretary for Electricity from exercising any of the authority delegated by this Order. 3.4 Nothing in this Order shall be construed as to supersede or otherwise interfere with the authorities delegated to the Administrator for Nuclear Security by law or by delegation. Furthermore, nothing herein constitutes authority to exercise authority, direction, or control of an employee of the National Nuclear Security Administration or its contractors. Diane Cross-Out 2 3.5 Any amendments to this Order shall be made in consultation with the Department of Energy Office of General Counsel. 4. PROHIBITION TO REDELEGATE. 4.1 The delegate, Christopher Lawrence, may not delegate this authority further, in whole or in part. 4.2 A copy of this delegation shall be provided to the Office of Management, which manages the Secretarial Delegations of Authority system. 5. DURATION AND EFFECTIVE DATE. 5.1 All actions pursuant to any authority delegated prior to this Order or pursuant to any authority delegated by this Order taken prior to and in effect on the date of this Order are ratified and remain in force as if taken under this Order, unless or until rescinded, amended or superseded. 5.2 This Order is effective May 15, 2020. · Secretary for Electricity
