DEPARTMENT OF ENERGY NATIONAL NUCLEAR SECURITY ADMINISTRATION REDELEGATION ORDER NO. NAPAS-DEL-NAPAS20-2024 TO THE DIRECTOR, OFFICE OF PARTNERSHIP SERVICES 1. REDELEGATION. Under the authority vested in me as the Senior Procurement Executive and Deputy Associate Administrator of Partnership and Acquisition Services in Delegation Order No. S5-DEL-NAPAS-2022, I redelegate to the Director of Partnership Services, Head of the Contracting Activity (HCA) authority in accordance with the Federal Acquisition Regulation (FAR 1.601) for all Management and Operating (M&O) related contract actions. I redelegate authority for you to take the following actions: 1.1. Designate Contracting Officers (48 CFR 1.601, 48 CFR 1.603-1, 48 CFR 901.601). 1.2. Designate a Competition Advocate to perform the duties required by the Competition in Contracting Act of 1984, Public Law 98-369 (41 U.S.C. 1705, 48 CFR 6.501, 48 CFR 906.501). This designation authority may not be redelegated. 1.3. Enter into, approve, administer, modify, close-out, terminate, and take such other actions as may be necessary and appropriate with respect to any procurement transaction binding the National Nuclear Security Administration to the obligation and expenditure of public funds. 1.4. Enter into, approve administer, modify, close-out, terminate and take such other actions as may be necessary and appropriate with respect to any financial assistance agreement, sales contract, or similar transaction, whether or not binding the Department of Energy to the obligation and expenditure of public funds. Such actions shall include the rendering of approvals, determinations, and decisions, except those required by law or regulation, to be made by other authority. 1.5. Acquire, manage, and dispose of personal property held by the Administration for official use by its employees or contractors. This authority may be delegated only to an Organizational Property Management Officer professionally certified in accordance with DOE Order 361.1C, Chg. 2, without the power of further delegation. 2. RESCISSION. Redelegation Order No. NAAPM-DEL-APM10-2014 is hereby rescinded. 3. LIMITATION. 3.1. In exercising the authority redelegated in this Order, a delegate is governed by the applicable rules and regulations of the Department of Energy, the NNSA, and the policies and procedures of the Secretary and the Under Secretary for Nuclear Security/Administrator. 3.2. Nothing in this Order precludes the Secretary from disapproving any Administration-specific policy or exercising any of the authority delegated by this Order whenever in the Secretary's judgment the exercise of that authority is necessary or appropriate to administer the functions vested in the Secretary. 3.3. Nothing in this Order precludes the Under Secretary for Nuclear Security/Administrator or the Deputy Associate Administrator for Partnership and Acquisition Services from exercising any of the authority delegated by this Order. 3.4. The authorities redelegated by this Order shall only be exercised with regard to NNSA employees, contractors, or activities. 3.5. Any amendments to this Order shall be made in consultation with the NNSA Office of General Counsel. 4. AUTHORITY TO REDELEGATE. 4.1. Except as expressly prohibited by law, regulation, or this Order you may redelegate this authority further, in whole or in part.

4.2. Copies of redelegations and any subsequent redelegations shall be provided to the Office of the Associate Principal Deputy Administrator, NNSA Directives Team, and DOE's Office of Management, which manages the Secretarial Delegations of Authority systems. 4.3. All HCA authorities delegated under this Order may be conferred upon an individual serving in your stead as the Director of Partnership Services, provided that such acting authority is designated in writing. 5. DURATION AND EFFECTIVE DATE. 5.1. All actions taken under any authority redelegated before this Order or under any authority redelegated by this Order before and in effect on the date of this Order are ratified and remain in force as if taken under this Order, unless or until rescinded, amended, or superseded. 5.2.
