DEPARTMENT OF ENERGY REDESIGNATION ORDER NO. GC20-DES-GC21-2021 TO THE ASSISTANT GENERAL COUNSEL FOR ETHICS AND PERSONNEL LAW 1. DESIGNATION. Under the authority vested in me as Deputy General Counsel for Agency Operations and by Designation Order No. GC1-DES-GC20-2021, I hereby redesignate the Assistant General Counsel for Ethics and Personnel Law as an employee with the authority to take the following actions: A. For claims where the Department of Energy (DOE) has determined that it is liable, either in whole or part, settle such claims that are no greater than $25,000. B. For claims where DOE has determined that it is liable either in whole or part, refer such settlement of claims that exceed $25,000 to the Department of Justice. 2. RESCISSION. None. 3. LIMITATION. 3.1 This redesignation covers all parts of DOE, except the Federal Energy Regulatory Commission. 3.2 In exercising the designated authority in this Order, a designee shall be governed by the rules and regulations of the Department of Energy and the policies and procedures prescribed by the Secretary. 3.3 Nothing in this Order precludes the General Counsel, Principal Deputy General Counsel, or Deputy General Counsel for Agency Operations from exercising any of the authority designated by this Order. 3.4 Nothing in this Order shall be construed to supersede or otherwise interfere with the authorities provided to the Administrator for Nuclear Security by law or delegation. Furthermore, nothing herein constitutes authority to exercise authority, direction, or control of an employee of the National Nuclear Security Administration or its contractors. 3.5 Any amendments to this Order shall be made in consultation with the Department of Energy General Counsel. 4. AUTHORITY TO REDESIGNATE. This Redesignation Order may not be redesignated or delegated. 2 5. DURATION AND EFFECTIVE DATE. 5.1 All actions by the designee pursuant to any authority provided prior to this Order or pursuant to any authority granted by this Order taken prior to and in effect on the date of this Order are ratified and remain in force as if taken under this Order, unless or until rescinded, amended or superseded. 5.2 A copy of this Redesignation Order shall be provided to the Office of Management. 5.3 This Designation Order is effective May 27, 2021. _________________ Susan Beard Deputy General Counsel for Agency Operations 2021-05-27T07:49:47-0400 SUSAN BEARD
